China's current economic and social development in a critical period of deepening reform,especially in the party since nineteen,in the comprehensive deepening reform under the guidance of the idea,the government's focus gradually down,the city community and the status in the city management and social service of higher strength as the basis for deepening the reform more and more countries pay attention to.The backbone of community cadres as city community construction and social management services,the work contents and forms will deeply affect the efficiency of city community construction and management,but also related to the overall level of the social management of the city,affect the development of social economy,the intensity and pressure of work has become increasingly prominent.The traditional urban community work and organization situation is difficult to adapt to the development of the times,and the working mechanism and thinking of the community cadres have come to a lot of disadvantages.There are many deficiencies in the incentive and restraint mechanism of urban community cadres in China,which lead to a lagging development.This leads to the lack of identity among urban community cadres,low enthusiasm for work and the loss of cadres,which seriously affect the level of urban community construction and people's livelihood service.How to improve the incentive mechanism of community cadres,arouse the initiative and enthusiasm of urban community cadres and adapt themselves to the development of new situations,has become an important topic for the current society.In this paper,combined with the community cadre incentive mechanism theory and its practice,the center of Luzhou city community as the research object,on the Luzhou city community construction,cadre incentive mechanism analysis of the present situation,the design of the questionnaire,to establish the incentive mechanism of Luzhou city community cadres satisfaction evaluation index system,empirical analysis of the satisfaction of community cadres in Luzhou city the incentive mechanism,proposed the city community cadre incentive mechanism optimization measures,reasonable suggestions were put forward for City Community Cadres Incentive mechanism.This study found that the current Luzhou city community cadres become middle-aged,the average age is 41.4,the low level of education,and college staff accounted for more than 66.7%,cadre promotion development,scope and space is narrow and difficult,in the community service work,Party members and cadres,community construction,community service.An important role,but in the presence of young cadres,impetuous attitude,part of the young staff accounted for gang do phenomenon,muddle along phenomenon.At the same time,there are many problems in community cadres in Luzhou,such as insufficient working ability,inadequate development of party work,low awareness of serving the masses,old-fashioned ideas,lazy ideological work and unsatisfactory service for the masses.In the incentive mechanism,the community cadres are not satisfied with the current incentive mechanism,and are satisfied with their work attitude and work dedication.Most of the community cadres are not satisfied with their promotion channels and training,especially for male community cadres,community cadres under 35 years old and general community cadres.In the salary management system of community cadres,most of the community cadres are not satisfied,especially the male community cadres are more intense than the female community cadres.In the aspect of leadership attitude,community leaders,men under the age of 35 community leaders,cadres of the general community leadership evaluation on their own are not satisfied,but compared to the director of community cadre general community cadres to leadership on their own evaluation and attitude have significant differences,perceived more satisfaction,with his promotion of leadership on their own evaluation and attitude more satisfied.Therefore,this paper suggests that community cadres should understand the needs of community cadres and pay attention to the encouragement of humanistic care in the community cadres.We should improve the training system and adopt the training method of "highlighting theoretical training,emphasizing situational experience and highlighting interactive communication",implementing the "three recommendation four exams and two trials" to expand the field of vision of candidates,and establish community training internal brand courses and contents.Establish and improve the community cadres performance evaluation mechanism,adhere to the guiding principles of motivation to achieve performance reward and work performance linked Jiangyoufalie,public examination results and to reward the outstanding person,the establishment of track inspection system,as the village(community)cadre appraisal important basis.Perfect the community cadres promotion and incentive mechanism,effectively change the concept of promotion according to status.Adhere to positive incentives,and incentives combined with incentives to open up to thousands of outstanding community promotion channels,increase the proportion of front-line cadres places in various competitions in recognition of the community cadres improve social status,to further implement the civil servants and institutions such as the examination plus incentive policy,let the community cadre status good landing.
