Communication information fraud originated in the African region in the 1980s.In the 1990s,it was transmitted from Taiwan to mainland China.With the rapid development of information and communication technologies,the stealths of communication information fraud are also infinite,and the losses caused to the public interest are increasing.In August 2016,the case that Xu Yuyu was defrauded to death caused extremely bad social impact.The Comprehensive governance of communications information fraud has received unprecedented attention,Under the Synergy-governance of plice,telecommunications,banking and other departments,the communication information crime momentum is being curbed,but many problems have also been exposed in the process of the Synergy-governance mechanism.The purpose of this paper is to explore the problems existing in the Synergy-governance mechanism of Hainan telecommunications's prevention of communication information fraud,and to propose corresponding optimization paths to improve the Synergy-governance mechanism.From the theoretical perspective of Synergy-governance,this paper comprehensively uses case analysis methods,research methods and other methods for analysis and research.Firstly,based on the research status of communication information fraud governance and collaborative governance theory domestic and international,this paper studies the applicability of Synergy-governance theory in the prevention of communication information fraud in the telecommunications,and what kind of practical requirements are based on the construction of Synergy-governance mechanism.Secondly,it analyzes the different subjects and operating processes of the Synergy-governance mechanism currently constructed in the prevention of communication information fraud in the telecommunications in Hainan Province,and expounds the behavior logic of government,enterprises and social subjects in Synergy-governance,and the Synergy dilemma of subject and processe in the mechanism construction.Among the subject dilemmas include the lack of legislative guarantees for government entities,inadequate supervision capabilities,and fragmentation.The main dilemma of enterprises is that the willingness to participate actively is not strong enough,while the public subject is lack of awareness.The process dilemma is mainly reflected in the process concept of "first development and post-governance" in the telecommunications,as well as fragmentation of Synergy-governance information and public service provision.At the same time,information-based Synergy-governance lacks the necessary financial guarantee.Finally,through research and deduction,three optimization paths to improve the Synergy-governance mechanism between Government department,between government and enterprises,and between government and society subject.First,improve the Synergy-governance mechanism by accelerating the promotion of legislation and strengthening the building of regulatory capacity;Second,through the establishment of business management systems,responsibility assessment,risk assessment,incentives,relief compensation,information technology sharing and other mechanisms to improve the Synergy-governance mechanism between government and enterprises;The third is to improve the Synergy-governance mechanism between the government and the government by increasing publicity and guidance,cultivating public participation,supervision,and evaluation.Through research,the final operation chart of the optimization path to the communication information fraud Synergy-governance mechanism of the telecommunications in Hainan Province is derived.
