A Research On The Legal Countermeasures Of Developing Cruise Industry In China

The cruise industry is a comprehensive sunrise industry composed of transportation,sightseeing,cruise manufacturing,cruise port services,leisure and entertainment industries.However,due to the short development time of cruise industry in China,there are many restrictive factors in the development of cruise industry.The cruise industry has unique multi-field composite attributes,which makes the development of the cruise industry help to promote supply-side reform and achieve high-quality development of China's economy under the current downward pressure on China's economy.Therefore,this paper discusses the legal problems existing in the development of cruise industry in China from the three components of cruise manufacturing,cruise tourism and cruise port,drawing on the development and regulation experience of the US cruise industry.According to the legal problems existing in China's cruise industry,specific legal suggestions are put forward.This paper is divided into four parts.The first part introduces the legal definition of cruise,the legal concept of cruise industry and the legal attributes of cruise industry.Cruise industry is a comprehensive industry with cruise ship as the core,which has the attributes of public-private coexistence,compounding,order and international.The second part introduces the development and regulation experience of the cruise industry in the United States,which provides ideas and reference for the development of China's cruise industry.The third part analyzes the legal problems in the development of China's cruise industry.There are some problems in cruise industry in China,such as the loopholes in mechanism of cruise industry management,the lack of promotion mechanism of cruise industry,the lack of overall planning for the cruise industry and the lack of legislation for the development of cruise industry.The fourth part puts forward the legal suggestions of developing cruise industry in China.According to the legal problems existing in the development of China's cruise industry,this paper puts forward four suggestions.Firstly,the management mechanism of cruise industry should be innovated;secondly,the promotion mechanism of cruise industry should be constructed;thirdly,the overall planning of cruise industry should be improved;Finally,the Cruise Industry Promotion Act should be compiled as soon as possible to meet the legal requirements of the development of China's cruise industry.
