Research On The Election Of Representatives Of NPC In China

Election,as the reflection of citizens’ will,is the cornerstone of modern democratic politics.It allows voters to freely choose their representatives from candidates to participate in political affairs by means of voting.The electoral system of deputies to the People’s Congress is the basis of our socialist democratic political system,which has its own specific connotations and functions.The paper will thoroughly introduces the basic framework and main contents of the present Deputy election system of the People’s Congress in China and summarizes the practice of smooth operation of this system,the realistic challenges it faces as well.On this basis,taking the cases of bribery election of Deputies of Hengyang and Liaoning Provincial People’s Congresses as examples,it will analyze the specific and practical problems now existing in the process of the deputies’ election system of the People’s Congress in practice.As the research indicates,there are three main problems in the electoral system:(1)the imperfect mechanism of nominating candidates for deputies to the People’s Congress;(2)the failure of electoral supervision mechanism;(3)the Imperfect Legal Disposal System of Bribery Election.Accordingly,the author concludes as follows.On the one hand,it is of primacy to improve the leadership of the Communist Party of China in the elections of deputies to the People’s Congress;On the other hand,we should:(1)detail procedures for nominating candidates for deputies to the People’s Congress;(2)fully guarantee the neutrality of electoral institutions;(3)enforce the supervision responsibilities of various departments to purify the election environment;(4)perfect the Legal Disposal System of Bribery Election;(5)further regulate the election under the law;(6)ensure both sides of the democracy and representativeness of the election;and(7)elect representatives who are truly consistent with the majority public opinions.
