Research On The Impact Of Public Participation On The Improvement Of Public Project Performance

In recent years,the importance attached by the Chinese government to the construction of public projects has been increasing,and the related public investment mechanisms and management systems are gradually improving.On this basis,China’s public project construction has achieved some results,but many problems have also been revealed,such as poor construction quality,low economic efficiency,decision-making errors,and so on.These problems have also become the root cause of low performance of public projects.Due to the public nature and the service to the public of public projects,with the steady growth of person live level,the public pays more attention to the performance-related issues of public projects,and at the same time,its requirements are getting higher and higher.However,the traditional government-led decision-making model adopted in our country can’t meet the increasing demand for public projects.The public as the ultimate service object of public project products,the rationality and importance of public participation in public projects related decision-making can be embodied.For example,public opinions on public project construction can complement the government’s decision-making,thus playing a positive role in promoting the performance.Therefore,public participation will be an important factor affecting the performance of public projects.The inclusion of public participation in the construction of these projects is an inevitable path for its development.Firstly,this paper combs and analyses the relevant literature at home and abroad,summarizes the relevant factors affecting the performance of public projects,and focuses on the impact of public participation on the performance improvement.At the same time,it combines with the general situation of the development of public projects in China.The key indicators affecting the performance of public projects are seven factors: management performance of public projects,technical performance of public projects,economic performance of public projects,social performance of public projects,ecological environment performance of public projects,sustainable development performance of public projects and public participation performance of public projects.So as to establish a complete,reasonable and applicable public participation performance evaluation index system,and make appropriate adjustments and optimizations to achieve quantifiable indicators,which lays a foundation for establishing the performance model of public participation in public projects with system dynamics later.This paper studies the impact of public participation on the performance of public projects through the theory of system dynamics by combining qualitative and quantitative methods.That is,under the performance evaluation system of public projects constructed in this paper,the Vensim software of system dynamics is used to construct the performance model,and the information center building of Yunnan University of Finance and Economics is taken as an example for analysis,which is obtained by questionnaire survey method.The corresponding data are processed and analyzed by Super Decision software of network analytic hierarchy process in order to estimate the parameters of the model.Then,based on the established public participation performance model,the basic simulation analysis and simulation analysis of single factor intervention are carried out.Finally,based on the simulation results,the impact of public participation on public project performance improvement compared with other key factors is studied.By analyzing the ranking of the impact of public participation on the performance of public projects,it is concluded that public participation ranks third among all the key factors affecting the performance of public projects.It is concluded that public participation is a more significant factor affecting the performance of public projects,that is,it has a greater impact on the performance improvement of the projects.Therefore,public participation in public projects will improve the service level of public projects and better protect the interests of the public,thereby increasing the performance of public projects.This study shows that public participation performance as a breakthrough to improve the performance of public projects can be carried out from the following three aspects:(1)increase investment in participants;(2)increase investment in the process of participation;(3)increase investment in the results of participation.From the above measures,we can see that in order to improve the performance of public projects,we can increase the input of relevant factors of public participation and take measures at all stages from it to the projects,so as to achieve the goal of improving the performance through public participation,while reflecting the effectiveness and feasibility of public participation in improving the performance of public projects.The results show that public participation has a significant positive effect on the improvement of public projects,finding effective methods and measures to improve the performance of public projects,and putting forward a relatively clear direction to improve the performance,so as to improve the performance of the projects through the channel of public participation,which is a tool for the healthy and sustainable development of the projects.It has important significance.
