The Evaluation Of The Minimum Living Security Line Of Urban Residents In Sichuan Province And The Research Of Dynamic Adjustment Plan

The minimum living security system for urban residents is an important part of the social security system.It is a social assistance arrangement provided by the state for urban poor groups and an important means for government and society to intervene in urban poverty.The formulation of the minimum living standard is the core link of the subsistence allowance system.The level of the subsistence allowance standard determines whether it can meet the needs of the survival and development of the poor.The rationality of the subsistence allowance standard determines the sustainability of the subsistence allowance system.As the forerunner of the establishment of the city's minimum living security system,Sichuan Province has implemented the urban subsistence allowance system for 20 years.Nowadays,whether the implementation of urban subsistence allowances and the subsistence allowances meet the basic needs of the poor groups is the problem that this paper wants to explore.As an important strategic hub city of "One Belt and One Road"and"Yangtze River Economic Belt",Sichuan is also part of the analysis that this paper wants to analyze in the process of economic construction.Therefore,this paper selects Sichuan Province as the research object,based on the low-limit data of provincial low-income standard in Sichuan Province from 2010 to 2016,through the use of extended linear expenditure model to calculate the four-level calculation of the minimum living security line for urban residents in Sichuan Province.In the theoretical sense,the relationship between the low-income line and the actual low-income line and per capita disposable income.On this basis,the per capita disposable income is used as the reference variable for the dynamic adjustment of the low-income line,and the dynamic adjustment of' the low-income line in Sichuan Province is designed.The program,combined with the financial capacity of the Sichuan Provincial Government,carries out a feasibility analysis.Finally,according to the economic,political and social conditions of Sichuan Province,the policy recommendations are put forward to provide theoretical support and data supplement for the development of the minimum living security system for urban residents in Sichuan Province,and actively respond to the strategic requirements of the state to promote poverty alleviation and development in poverty-stricken areas of Sichuan.
