Research On The Phenomenon Of "Cases More And People Less" In The Background Of Registration System

Since the implementation of the case registration system reform in 2015,a large number of cases have flooded into the court,and the contradiction between judicial resources and citintuitively presents as the phenomenon of"cases more and people less".This paper izens' demand for judicial services is increasingly prominent,which aims to investigate the causes of the phenomenon of "cases more and people less" after the implementation of the case registration system,and whether the solutions to the problem of "cases more and people less are still effective under the background of the case registration system,and try to put forward suggestions to solve the problem of"cases more and people less".In addition to the introduction and conclusion part,this article altogether lists three chapters.Chapter1:Analyzes the phenomenon of "cases more and people less".By investigating the case load of judges at home and abroad,the effectiveness of multiple dispute resolution mechanism and pre-trial diversion mechanism,this paper confirms and analyzes the phenomenon of "cases more and people less"under the background of case registration system.Chapter2:Analyzes the causes of "cases more and people less".This chapter analyzes the background cause of the phenomenon of "cases more and people less"------the reduction of litigation conditions and dissimilation under the reform of case registration system,as well as the analysis of litigation cost,and concludes the cause of the phenomenon of "cases more and people less".Chapter 3:Suggestions for improvement of "cases more and people less".The countermeasures to the problem of "cases more and people less"------multiple dispute settleme nt mechanism and pre-trial diversion mechanism are analyzed to explain the reasons why these two measures fail to effectively solve the problem of "cases more and people less".On the basis of analyzing that the measures to deal with the problem of "cases more and people less"failed to play a role,this chapter puts forward a perfect plan for the original solutions.
