The Belt and Road initiative put forward by General Secretary Xi Jinping in 2013 has received extensive attention at home and abroad.In particular,governments and scholars in other countries have been actively concerned but have different attitudes.Some countries have shown great interest in Chinese "Belt and Road"initiative and actively participated in its construction process;Some countries have misgivings about the initiative,fearing that it contains Chinese strategic intention,thus responding positively,but in fact dealing with it negatively.Some countries directly criticized the "Belt and Road" initiative as the Chinese version of the Marshall Plan,which holds a negative attitude.For the current international public opinion environment,how to promote the construction of "Belt and Road",will be a major issue for China.In the process of promoting the Belt and Road Initiative.the South China Sea region,as the starting point of the 21st Century Maritime Silk Road Initiative(hereinafter referred to as the "One Road" Initiative),is the most important construction area.Therefore,how China wilI promote the "One Road" initiative in the South China Sea will be a key component of the "Belt and Road" initiative.The "One Road" initiative faces a complex environment in the South China Sea.Opportunities and challenges coexist.The attitudes of countries along the line actively support and strategic doubts coexist.How to "seek common ground while reserving differences",develop together and truly realize "Consultation.Contribution and Share Benefits" in the process of construction is a subject worthy of in-depth study.This paper analyzes the policy space for China to promote the co-construction of the "One Road" Initiative in the South China Sea,focusing on the potential for economic cooperation between China and ASEAN countries.First of all,China currently faces challenges in the South China Sea region from the South China Sea Issue,the extraterritorial big country intervention and non-traditional security.Secondly,this paper analyzes the situation and institutional basis of economic and trade cooperation between China and ASEAN,and demonstrates the cooperation between China and ASEAN in the fields of economic and trade exchanges and investment relations in recent years.It shows that there is a certain policy space for China to promote the "One Road" Initiative in the South China Sea,that is,the economic base provides a great space for China and ASEAN to further explore the relevant policies.While responding to challenges,we must also seize opportunities.China must not only seek to build a new type of relationship between major powers,but also focus on actively responding at the regional,national and sub-regional levels.At the regional level,China should do a good job of strategic docking with ASEAN and supplying of regional public goods.At the national level,China should pay attention to promoting the construction of node countries along the routes,establishing a model for cooperation,and lead neighboring countries to participate in the construction of the "One Road" initiative.At the sub-regional level.China should further improve the construction of the LMC cooperation mechanism and promote the construction of the Pan-South China Sea Economic Cooperation Circle.All in all.although China's promotion of the "One Road" initiative in the South China Sea is facing many twists and turns,the future development is worth looking forward to.
