Research On The Problems And Countermeasures Of Government-led Enterprises' Credit Supervision

Since the 18 th National Congress of the Communist Party of China,along with the launch of a new round of deepening reforms,Chinese society has entered a new era,and reforms in the economic field have continued to advance in depth.Stimulated by the construction of a service-oriented government and the relaxation of market access,the socialist market economic system has continued to mobilize vitality and the number of market entities has increased dramatically.It has been consistently proved that the traditional enterprise supervision model can neither effectively monitor the increasing number of enterprises,nor effectively cure the problem of untrustworthy enterprise turnover.A large number of new problems require new regulatory methods,and enterprise credit supervision has gradually become an important means of enterprise supervision in the new era,and it has received more and more attention from the government.Investigating the present situation of enterprise supervision in China,we can see that the government plays an active role in system setting,platform construction,information collection,supervision and management,stronger than the market and third-party institutions.It can be seen that China's enterprise credit supervision is clearly government-led.The need for a theory and research comes from the needs of objective reality.Therefore,the research on “government-led enterprise credit supervision” has strong practical value and certain theoretical significance.This paper takes "government-led enterprise credit supervision" as the research object,based on the current objective status of China's government-led enterprise credit supervision,sorts out relevant theories,and studies its practical value.After the current status of government-led corporate credit supervision,the paper focuses on the problems existing in the current government-led enterprise credit supervision,and then analyzes the causes of the problems,and proposes applied and targeted countermeasures.Firstly,this paper introduces the related concepts and theoretical basis of government-led corporate credit supervision.This paper introduces the three concepts of corporate credit,corporate credit supervision and government-led corporate credit supervision step-by-step,and explores the applicability and rationality of government-led corporate credit supervision in the country.After serious theoretical investigation,government regulation theory,mechanism design theory and governance theory have been chosen as the theoretical basis of this study.Secondly,taking C city of China as an example,the current status of government-led corporate credit supervision is studied.Combined with the progress of C city corporate credit supervision,the present situation of government-led enterprises' credit supervision is researched from three aspects: system construction,platform construction and mechanism design.Thirdly,the main problems in the government-led enterprise credit supervision are explored.This paper systematically sorts out the main problems existing in the credit supervision of government-led enterprises in China,including the poor quality of information collection,the obstacles to corporate credit information sharing,the narrow application of corporate credit supervision,and the difficulty of collaborative supervision.And then the reasons for the problems in the government-led enterprises credit supervision have been seriously analyzed.Through further analysis,the main reasons for the above problems are presented: the imperfect enterprise legal system of credit supervision,the difficulty of collaborative supervision,the poor technical application,the spread of discredit leading to difficulties in effective regulation,and the shortage of social participation.fourthly,some suggestions on how to improve the government-led enterprises credit supervision in China are put forward.This paper proposes to improve the government-led enterprise credit supervision system,improve the enterprise credit supervision platform,build an efficient corporate credit supervision mechanism,strengthen the technology and talent guarantee for corporate credit supervision,and improve the Credit awareness of the whole society.
