Research On The System Of Traffic Illegal Reward Reporting

Incentive System on Reporting is an act in which an administrative entity makes a commitment to the public for the purpose of making a normative document or through other legal means for the public interest of the society,and gives certain material rewards to citizens who provide specific information.With the development of the times,public affairs have become increasingly arduous,and the original working mode of the administrative organs has not been able to fully meet the needs of efficient administration.The exploration of establishing an administrative Incentive reporting system has begun.In the context of the rapid increase in the number of urban cars,traffic violations also show a high trend.Effectively reducing the occurrence of traffic violations requires strict enforcement by the traffic control department,and it is also inseparable from the participation of the public.Traffic safety and order involve the lives of thousands of families,the core interests of the people’s life and health and property security.The emergence of the traffic violations and rewards reporting system conforms to the needs of the times.The traffic violation and reward report system has rich connotations: on the one hand,it is an effective means to assist administrative law enforcement;on the other hand,it is also a special channel to mobilize public power to participate in administrative activities.As an emerging form of supervision,the traffic violation and reward report system is in the stage of gradual exploration.Many problems still need to be clarified.The specific system still needs to be refined.For example,the problem of "hands-on" legal status is not clear enough,and the system is not perfect.In practice,the dilemma of the implementation of China’s traffic violations and rewards reporting system is mainly reflected in the lack of strict and standardized implementation procedures,flawed reporting methods,and abuse of reporting rights.The improvement of China’s traffic violations and rewards reporting system should start with the status of implementation,clarify the nature of the law,improve the implementation procedures,supporting security programs,and improve the incentive system.Germany and Japan started early in the exploration of public-private cooperation in fulfilling their administrative tasks,and they have more practical achievements.The exploration of food and drug supervision and environmental pollution prevention and control in China has also accumulated a lot of valuable experience of public participation.Based on the existing experience and achievements,this paper attempts to further improve the implementation of China’s traffic violations and rewards reporting system based on the implementation status of China’s traffic safety public participation and rewards reporting system.This will not only help encourage more citizens to participate in social governance,help the administrative department to improve the administrative level,but also help to form an efficient and orderly new model of social governance.
