Research On Standardizing Process Of Party And Government Leading Cadres' Selection And Appointment

Party and government leading cadres not only possess public power but also are deemed as public figures in the public eyes.To some extent,they are iconic images of government and nation.Thus,credibility of party and government leading cadres'selection and appointment is closely tied with credibility of party and government,as well as that of party's long-term governing capacity.Standardizing process of party and government leading cadres',selection and appointment should be elevated,by screening out and adopting officials with perfect mastery of political ideology,outstanding ability to serve the people and promote economic and social growth,together with favorable party and government conduct,so as to form solid public opinion basis for party's long-term governance and the great rejuvenation of the Chinese Nation.It is fair to say that enhancing credibility of party and government leading cadres' selection and appointment will noticeably embody CPC's adherence to the mass line in the new era,provide organizational guarantee for modernizing national governance system and capability,and highly bear realistic pertinence and historic significance.Based upon review of research background and significance,the author of the paper conducted analysis standardizing process of party and government leading cadres' selection and appointment from five aspects.In the first part,the author clarified basic concept and theoretically analyzed factors influencing credibility of party and government leading cadres' selection and appointment.In the second part,the author collated the institutional system ensuring China's credibility of party and government leading cadres'selection and appointment along the historical line,which provided legal and policy ground for the implementation in N City.In the third part,the author introduced N City's detailed practice in ensuring and enhancing credibility of party and government leading cadres' selection and appointment.In the fourth party,the author pinpointed the shortcomings of N City's practice,specifically from overt and underlying levels.In the fifth part,the author put forward problem-focused countermeasures and suggestions for enhancing credibility of party and government leading cadres' selection and appointment according to requirements for cadre development in new era.
