Self-driving cars have become a new high ground for the global automotive companies and Internet companies to compete.Over time,self-driving technology has become more mature,self-driving cars have gradually entered the road tests phase, and some self-driving cars have already achieved commercial applications.However,self-driving cars still face many risks in testing and application.Compared with the actual risks caused by technical bottlenecks, the lack of legal system is the main challenge for self-driving cars. The main issues faced by self-driving cars are data sharing, data and privacy protection, system security, and accident liability identification etc.More and more countries and regions allow self-driving cars to conduct road tests, and countries have accelerated the pace of policy development and legislation.China's national level and provinces and municipalities have successively issued management regulations for self-driving cars road tests, which provides a legal basis for road testing of self-driving cars. However, the legal norms of the existing self-driving cars in China are still relatively simple, and some problems are not regulated.Foreign legislation is relatively mature, foreign countries have enacted special laws or revised existing laws to regulate the issues of network security, privacy protection, and accident liability identification for self-driving cars, and improve insurance for self-driving cars.Based on summarizing China's lack of supervision and extraterritorial supervision experience, this paper will put forward measures related to the supervision of self-driving cars in light of China's national conditions based on the actual situation in China.China should clear-ly regulate the principle of self-driving cars, establish a unified and authoritative regulatory body, and improve the supporting insurance system, reporting system, and scoring system.
