Study On The Influence Of Local Government Behavior On The Upgrading Of Industrial Structure In Northeast China

At present,China's economy has entered a new normal state,and the growth rate has begun to slow down.The original extensive economic development model has severely restricted economic development,and the comparison of resource output and efficiency among various departments has changed.To achieve rational allocation of resources,there is an urgent need to optimize and upgrade the industrial structure.As Xi Jinping pointed out at the APEC summit in November 2014,China is in the midst of a tough period of structural adjustment and rotational force,and it is urgent to develop new driving forces.Therefore,under the new situation,it is of great significance to study the upgrading of industrial structure.There are many factors affecting the industrial structure,such as factor productivity,technological innovation capability,and government behavior policies.Based on the government-led economic development model with Chinese characteristics,this paper chooses government behavior as the influencing factor of industrial structure,and chooses the northeast region as the research object of the influence of government behavior on industrial structure.The characteristics of the government-led economic development in the Northeast region are very significant.In the early days of the founding of the People's Republic of China,the central government carried out policy and financial support for the northeast region,making the northeast region the earliest industrialized region in the country,and the rapid economic development;or the 2003 national implementation of the plan to revitalize the old industrial bases in the northeast,all of which reflected the government's economic development.In the middle of the status quo.Today,compared with the developed coastal provinces and cities in the eastern coastal areas,the northeastern regional government is still very strong in economic control.In the early economic development,it did improve the economic situation in the northeast,but in the reform and opening up.Today,the economic development under the leadership of the Northeast Regional Government lags far behind the developed provinces and cities in the eastern coastal areas.Has the government's intervention in this activity already dragged down the optimization and upgrading of the industrial structure and economic development? This is a question worth studying.Therefore,this paper starts with the local government behavior in Northeast China,studies its impact on the industrial structure,and provides reference for the government to optimize the industrial structure in similar situations.This paper adopts the combination of theoretical analysis and empirical analysis.Firstly,it analyzes the impact of government behavior on state-owned enterprises from the two aspects of fiscal expenditure and state-owned enterprises.By directly adjusting the scale and structure of fiscal expenditures,the government can realize the transfer of production factors such as capital and labor among different departments,and then achieve the transformation and upgrading of the industrial structure.At the same time,the government indirectly exerts influence on state-owned enterprises,or plunders or supports them.Structural optimization upgrades have an impact.Secondly,through the above theoretical understanding,using the urban panel data of 34 prefecture-level cities in Northeast China from 2003 to 2014 to construct a quantitative regression model for empirical analysis.The results show that under the government-led economic development model,the fiscal expenditure in Northeast China has an obvious role in promoting the industrial structure;the role of state-owned enterprises in optimizing and upgrading the industrial structure is not obvious,but the overall efficiency of state-owned enterprises is inefficient.It has restrained the optimization and upgrading of industrial structure;local governments have indirectly exerted a negative effect on the optimization and upgrading of industrial structure by exerting influence on state-owned enterprises.Based on the above conclusions,this paper proposes the following suggestions: First,speed up the transformation of the marketization of the Northeast region under the leadership of the government;second,improve the level of technological innovation and accelerate the transformation of technological achievements;third,accelerate the reform of state-owned enterprises and improve the efficiency of state-owned enterprises;Strengthen the dominant industry and improve the industrial chain.
