Research On The Reform Of Market Supervision Mechanism Of Local Government

Since the reform and opening up,China's comprehensive economic strength and world status have been continuously improved and remarkable achievements have been made.Governments at all levels should set up the thinking of simplifying administration and delegating power.They should stimulate market vitality and promote economic development by changing government functions,delegating approval authority and providing government service platforms.Market supervision is an important part of government functions.It is divided into two categories,namely economic category and social category,based on the standard of supervision objects.The economic category is aimed at departments that regulate and control the economy such as the National Development and Reform Commission,the Securities Regulatory Commission and the Banking Regulatory Commission.The social category targets public service departments,such as industry and commerce,food and medicine,quality supervision,etc.This thesis studies the supervision mechanism of social market separately.Since the 17 th National Congress of the Communist Party of China explicitly put forward "to explore a large department system with organically unified functions and to improve the coordination mechanism among departments," in the past 10 years,the administrative departments for industry and commerce,the quality and technology supervision departments and the food and drug supervision and management departments of various counties and cities have successively integrated into a large department market supervision department.Until 2018,the first session of the 13 th National People's Congress deliberated and decided to set up the State Administration of Market Supervision.The State Administration of Food and Drug Administration,as an agency directly under the State Council,has also been set up and managed by the State Administration of Market Supervision.So far,the prelude to the top-down reform of the national market supervision system has been officially opened.Among the local governments at the county level,the reinforcing counties by grating more powers have provided policy support for the local market supervision mechanism reform.In this thesis,the market supervision and administration bureau of M City in Jilin province is taken as the research object.Based on the theory of government's comprehensive management and the reality of the reinforcing counties by grating more powers,the basic practical investigation and research are carried out on the reform of the market supervision and administration mechanism of local government.At the same time,the experience and results of the reform of the market supervision and administration system in different places are compared,and the "problems existing in the market supervision and administration mechanism" and the "effects and shortcomings of the reform of the market supervision and administration mechanism" are analyzed in depth,so as to put forward "suggestions for optimizing the reform of local government”.
