After the Cuban revolution,the United States began to implement long-standing hostile policies against Cuba,including economic embargoes,political subversion and diplomatic isolation.And immigration was often seen as an important part of hostile actions.The United States usually regards Cuban refugees as a "foot vote" group,and the arrival of refugees was often received.The Cold War consciousness dominates American Cuban refugee policy.But during the Mariel Boatlift of 1980,when people with mental illness,unpopular people and prisoners were founded in refugees,under the consistent pressure of the country and the election campaign,the Government has made restrictive adjustments,including the implementation of the "five-point plan" aimed at ending the flow of refugees,the elimination of the "refugee" status of Cuban refugees and the repatriation of some of them after the flow of refugees has ended.All this eventually accelerated the end of the flow of refugees.This is the first time since 1959 that the United States has adopted a restrictive policy towards Cuban refugees,and realism has begun to dominate the American Cuban refugee policy.Throughout the refugee flow,the Cuba decided the time of opening and closing the port led the Carter administration to remain in a passive position in decision-making.To some extent,it affected Carter's re-election.It also has a direct impact on the way of thinking and formulation of the government refugee policy in the fourth Cuban refugee tide in 1994.
