Research On The Establishment Of Rule-of-Law Township In Guangdong Province

With the continuous progress of socialist democracy and rule of law,the new goal of building China under the rule of law is the grand goal put forward by General Secretary Xi Jinping at the 18th Party Congress.It is also an important guide for political and legal work under the new situation and a clear direction for the overall rule of law.At present,the construction of the rule of law in grass-roots villages and towns is still lagging behind,the construction of the rule of law mechanism is not perfect,and weak awareness of the rule of law among the masses is still a factor restricting the construction of China under the rule of law.The establishment of villages and towns ruled by law is a systematic project of the rule of law.It must be coordinated with the work of promoting the rule of law at the grass-roots level,enhancing the awareness of the rule of law among the masses,and upholding the right to safeguard according to law.If problems arise in some aspects,they will affect and restrict the overall development of the construction of villages and towns ruled by law.Taking Heyuan City as an example,this paper innovatively puts forward the rule of law construction mode of "insisting on the combination of the Rural Revitalization Strategy and the special activities of"Heyuan ruled by law and morality moistens people's heart"to further promote the establishment of the rule of law",so as to promote the rule of law at the grassroots level in Heyuan City and promote economic development and social progress at the grassroots level.This paper combines the relevant theories of local rule of law construction,under the background of the current central deployment to comprehensively promote the rule of law,and based on the actual situation of Guangdong Province,as well as the relevant information obtained by the author in the establishment of rule of law towns in Heyuan City,summarizes the main achievements of the establishment of rule of law township in Heyuan City since 2016:firstly,the ability of the party and government organs in town streets to take the lead in handling affairs according to law has been further improved;secondly,the maintenance of social harmony and stability at the grassroots level has been further enhanced.Thirdly,the propaganda and education of the rule of law has been further strengthened;fourthly,the development of democracy at the grass-roots level has been further standardized.In view of the current situation and existing problems of the establishment of towns governed by law in Heyuan City,this paper makes a detailed analysis of the causes from the perspective of the awareness of the rule of law of township leading cadres,the ability of law enforcement personnel to perform their functions,the mechanism of law enforcement and supervision,and the concept of the rule of law of the masses.Finally,the paper puts forward some countermeasures on how Heyuan City can better promote the construction of villages and towns ruled by law.Through improving the system and mechanism of the rule of law in villages and towns,creating a good humanistic environment of the rule of law,strengthening the responsibility of the first person responsible for the construction of the rule of law,establishing and perfecting the evaluation system of the local rule of law construction,and building demonstrative villages of democratic rule of law in an all-round way,the effectiveness of the"four-level co-creation" in the construction of the rule of law in Heyuan City is further improved and provide legal guarantee for the breakthrough of the"Ecological Heyuan,Modern Heyuan" construction.
