Grid governance is a new model of social governance emerging in urban grassroots in recent years.It not only optimizes and improves China's community-centered urban social governance system,but also affects the political and social structure of urban grassroots.As grassroots staff serving in the front line,grid members are the link between the government and the people,the main force of grassroots social governance,the backbone force to realize the transformation of service-oriented government functions,and the important embodiment of the government image and execution.Their development status will directly affect the effectiveness of social governance.Therefore,the government should increase efforts to do a good job in the management and construction of the grid member team,and one of the important contents is to do a good job in the education and training of the grid member team,which is not only the requirement of the development of grid member itself,but also the requirement of improving the efficiency of social governance.As the capital city of Jiangsu province,Nanjing is home to a large number of various economic and social organizations.At the same time,people's expectations on the quality of life are also changing.It is urgent for us to further innovate and improve the social governance system.In August 2017,Nanjing was designated as the first batch of pilot cities by the provincial political and legal commission to officially launch grid social governance.In order to improve the quality of grid service,Nanjing has proposed to build up a strong work team.With this goal in mind,Nanjing Grid Institute was established in May 2018 to carry out city-wide grid staff training.At present,the institute has been running for about a year,and the training has been gradually on the right track.While gaining recognition from all sides,I have also heard some different voices.In order to further improve the efficiency of grid member training in nanjing,this subject takes the grid member training effectiveness research as the theme.It is hoped that this survey can provide meaningful suggestions and references for the development of the institute and the grid memmber training in Nanjing,and that the exploration in Nanjing can provide mature experience and demonstration samples that can be copied and promoted in the whole province and even the whole country.In this paper,a questionnaire is designed with the help of Kirpatrick Model to investigate the effect of the initial training of grid members.Survey data are collected through paper questionnaires,electronic questionnaires,face-to-face interviews,knowledge assessment and other methods to evaluate the effectiveness and existing problems of grid member training at all levels and analyze the factors affecting the effectiveness of training.Aiming at the problems and influencing factors,the effective improvement path of grid member training is proposed.This paper consists of five chapters.The first chapter is the introduction,which first explains the background of this research topic and why this topic is chosen for research,namely the research significance.Secondly,focusing on the research situation of the training,the author collects relevant domestic and foreign achievements and makes a brief analysis.Then the research ideas of this paper are sorted out and the main contents are briefly introduced.Finally,this paper discusses the main research methods and possible innovations.The second chapter explains the theories involved in this paper.On the one hand,it defines the concepts of grid,grid management and grid member;on the other hand,it expounds the theoretical basis of grid member training.The third chapter is divided into four parts.The first part introduces the basic situation of grid operator training in nanjing.In the second part,according to the evaluation elements of"offset model",the training effect of grid member in nanjing is investigated.The third part carries on the effect appraisal to the investigation result;The fourth part analyzes the factors influencing the training effect of grid members in nanjing.The fourth chapter is the combination of questionnaire survey results and comparative research,from the training needs analysis,training implementation,training effect evaluation,training transformation and other aspects to promote the effectiveness of grid member training countermeasures.First of all,we should pay attention to the analysis of training needs of grid members,including the following aspects:fully consider the actual work of grid members from different regions and the individual needs of grid members;consider the expectations of service objects for grid members;as far as possible to set up a reasonable training program,so that the training content closely in line with the actual work;increase the enthusiasm of the grid member's unit and the grid member's individual to the training;increase the attention and investment to the training.Secondly,in the implementation process of training and teaching,relevant systems should be established and improved,training contents should be enriched,various training methods should be innovated,and the construction of teaching staff should be strengthened to achieve practical results.Thirdly,when evaluating the effectiveness of training,it is necessary to focus on the whole process of training,optimize the evaluation method,increase the evaluation dimension,and strengthen the reliability and validity of the evaluation results.Finally,in the transformation stage of the results after the training,relevant incentive mechanism should be established to provide a platform for the transformation of results,encourage grid members to actively transform the training results,and from a long-term perspective,do a good job in the results of the monitoring and follow-up work,so as to give full play to the effectiveness of training.In the fifth chapter,on the basis of the foregoing,the research of this paper is summarized and prospected.
