Research On "Micro-corruption" Of Rural Primary-level Organization Based On The Perspective Of Comprehensively Strength Party Discipline

Grass-roots cadres are the nearest ruling force to the people,and their importance is beyond doubt.At present,"tigers" fall frequently,while "flies" show a growing trend,seriously weakening the image of the party and government in the minds of the grassroots masses,destroying the grassroots political ecology,hindering the benign development of the grassroots rural economy and society.In the new era,one of the symbols of the deepening of the construction of Party conduct and clean government is to "promote the extension of the Party from strict governance to the grass-roots level",and the anti-corruption at the grass-roots level should not be slackened at all.Under the current situation,strengthening the study of "micro-corruption" at the grass-roots level will help enrich the content of strictly governing the Party in an all-round way,further understand the new orientation of anti-corruption and advocating honesty,help establish new ideas and measures for anti-corruption and advocating honesty,thus further enriching and developing the Party’s anti-corruption and advocating honesty construction ideas,and enrich the existing theoretical system of anti-corruption.Based on 361 representative cases of "micro-corruption" at the grass-roots level selected on the website of the Central Commission for Discipline Inspection,this paper makes an analysis of the overall situation of "micro-corruption" at the grass-roots level in China.At present,"micro-corruption" at the grass-roots level in China has the following characteristics: the main body of corruption is grass-roots,collectivized,manifestations are diversified and corruption cases are more frequent,the proportion of the leaders of the two committees is large,the types of "micro-corruption" of various corruption actors in administrative villages are comparatively similar,and the areas are widely distributed and the West is the most serious.The causes of micro-corruption at the grass-roots level are diversified,and the main reasons for the frequent occurrence of micro-corruption at the grass-roots level are human society,light punishment,ambiguity of the identity of village cadres,imperfect institutional mechanism for preventing and punishing corruption at the grass-roots level,and weak concept of rule of law among grass-roots cadres and the masses.On this basis,combined with the two governance means of "curing the symptoms" and "curing the root causes",the policy of combining prevention with punishment in advance is shifted from severe punishment of "micro-corruption" to remedial punishment after the event.For the governance of "micro-corruption" at the grass-roots level,we should not only construct a pluralistic subject of corruption governance,improve relevant laws and regulations,but also strengthen ideals and beliefs,strengthen the construction of grass-roots institutional mechanisms,supplemented by cultural governance.Thus,the "root cause and root cause" of "micro-corruption" at the grass-roots level can be achieved,and the hotbed of "micro-corruption" at the grass-roots level in rural areas can be vigorously swept away.
