Problems And Countermeasures Of Government Responsibility In The Construction Of Characteristic Towns In Heilongjiang Province

In recent years,characteristic towns have become a hot topic of rural construction in China.The construction of Characteristic Towns in all parts of the country has achieved gratifying results.It has become a life and space for creating win-win benefits for all parties,bringing enormous economic and social benefits to the development of township economy,but also exposed many problems in the development and construction.These problems hinder the pace of construction of Characteristic Towns and also give participants of characteristic towns.Such as enterprises,residents and so on.The government plays an important role in the construction of characteristic towns.Some problems in the construction of characteristic towns are closely related to the inadequate fulfillment of the government's responsibilities in some aspects.Because of the short development time of Characteristic Towns and the lack of management experience of government functional departments,there are some problems in the work,such as role offside,role absence and role dislocation,which restrict the development of characteristic towns to a certain extent.Therefore,the study of government responsibility in the construction of characteristic towns,as well as the scientific and reasonable macro-control and guidance of the development of characteristic towns,is to improve the efficiency of government work and promote the healthy and rapid development of characteristic towns.Focus on the orientation of government responsibility in the construction of Characteristic Towns in the new era,this paper starts with the relevant concepts and theories of Characteristic Towns and government responsibility,applies the theories of new public management,public governance and entrepreneur government,and by means of consulting information and on-the-spot investigation,based on the current situation of the development of Characteristic Towns in Heilongjiang Province,and in the process of building characteristic towns for the government of Heilongjiang Province.It is found that the reasons of scientific planning,management mode,financing channels,legal system and infrastructure construction of the government cause the problems of inadequate innovation in industrial development,excessive administrative power,neglect of later development,unclear division of powers and responsibilities,and blind pursuit of political achievements in the construction of characteristic towns.At the same time,it compares and draws lessons from the successful experiences of mature Characteristic Towns at home and abroad,such as American personality.Linizhi Hedge Fund Town,Hezhang Village of Baichuan Township in Japan,Mongshao Industrial Town in Germany,Hexin Town of Green Garden in Jilin Province,Yunqi Town in Hangzhou City and Jiuzhou Town in Guizhou Province,this paper probes into the orientation of government responsibility in the construction of Characteristic Towns in Heilongjiang Province,and on this basis,from strengthening the government's political responsibility,administrative responsibility,economic responsibility,legal responsibility and social responsibility.From the point of view,the paper puts forward concrete measures and suggestions for the government's work in the construction of characteristic towns.
