The proportion of environmental policy in all the policies of Bush administration is not large,but some innovative environmental policies have been carried out and implemented during Bush's presidency.These policies have been valued and discussed by environmentalists.They have mixed reputation in the process of putting forward and trying to legislate.Criticism and praise run through the whole process of environmental legislation.There are many difficult initiatives,such as the Clean Sky Act,and those who have finally succeeded in legislation after the political groups are in various directions,such as the healthy Forest Restoration Act,in the multi-party game the "Clean Sky Act" and the "healthy Forest Restoration Act";There are also environmental policies that cause long-standing domestic and international controversies,such as climate and environmental policies to withdraw from the Kyoto Protocol.Therefore,Bush's environmental policy should have a place in the history of American environmental politics.According to this question consciousness and research thought,the main content of this article is as follows:In the introduction,the practical significance,academic value,data sources,research methods,difficulties and innovations of the research on environmental policy of Bush administration are expounded in a comprehensive way.The first chapter is an overview of Bush's environmental policy.In the first part of this chapter,the background of Bush administration's environmental policy and his environmental policy program of Republican Party are determined,which highlights the national conditions of environmental policy faced by George W.Bush and the background of the conservative environmental thought of the Republican Party.The second part explores the values of Bush administration's environmental policy,and reveals the attitude and concept of Bush administration to environmental problems.The third part discusses the implementation measures of the Bush administration's environmental policy,which are based on deregulation,the use of market mechanisms and the reform of federal environmentalism to decentralize control to states and localities.Bush'senvironmental policy is to maintain national security and make use of effective science.The second chapter is the Bush administration air environment policy.This chapter presents the whole picture of Bush's clean air policy by pushing the Clear Skies Act around the Bush administration,from the "Clear Skies" initiative to the final legislative failure of the game process.The first part of this chapter explains the legislative process of the Bush administration's air environment policy,that is,the game process of the Clear Skies Act in the two houses of Congress,the government,the courts and environmental groups.The second part is the main topic in the legislative game process of Clear Skies Act,which involves in New Source Review,Clean Air Interstate Rules and Control of mercury.The third part uses the game of "Clear Skies" to sum up the influence of Clean Air Act.The third chapter,focusing on the forest fire,reveals George W.Bush's policy on forest environment.The first part will discuss the background of forest fires in the United States,and clarify the current situation and progress of forest fires.The second part will discuss the process from the Bush Administration's "healthy Forest" Initiative to the healthy Forest Restoration Act proposed by the Bush Administration in response to forest fires.In the third part,we will discuss the implementation of the Healthy Forest Restoration Act,that is,to build defensive space at the junction of forest thinning and wilderness cities in forest areas.The fourth part discusses the criticism of the Healthy Forest Restoration Act.The fourth chapter is the Bush administration's environmental diplomacy,in addition to the domestic decentralization game,added international factors.The first part of this chapter is the background of environmental diplomacy,which introduces global warming and environmental unilateralism of Bush's diplomacy.The second part mainly introduces the reasons and results of Bush's withdrawal from Kyoto Protocol,which is the core event of Bush's environmental diplomacy,and has had a great impact at home and abroad.The third part is the climate and environment policy framework proposed by the Bush administration.The fourth part is the change of environmental diplomacy in the later period of Bush administration.
