Causes And Governance Of The "Overflowing Meetings" Phenomenon Of The County Government

No human activity can achieve certain results without a correct approach and appropriate control of time.As a type of human social activity,conference when using efficiently can give full play to collective wisdom in solving problems.However,with more meetings and longer meeting time as the development of economy and society,meetings have taken up managers ’large part of working time.Against the background of highly fragmented and segmentary government system,meetings are mostly manifested as multi-leadership and multi-department in a certain period of time,and subordinates are required to participate multiple meetings.Therefore,meetings are time-consuming with the low efficiency,and the disproportionately large amount of meetings time have taken up time to do other work.Based on the theories of conference science,administration science,leadership science and secretarial science,the paper takes the meeting time as a measurement unit to analyze the waste of time caused by overflowing meetings with H county as a case study.From the perspective of controlling time,this paper combined with the meeting activities principle studies how to improve the quality of meeting within a time limit.According to study,government conferences in the H county have the problems of high meeting specifications,inadequate preparations,while low enthusiasm from the participants.Besides,once meeting objectives are not achieved in one meeting,another is arranged for the same objectives.Work is therefore always done in the meeting room without actual implementation.With a theoretical and practical study on the causes of overflowing meeting and time waste,this paper proposes a top-down monitoring mechanism with the help of modern technology,and a series of indicators so as to reduce meeting time and increase meetings quality.It is hoped that this paper will arouse the attention and discussion of relevant parties.
