At the National Organization Work Conference held in July 2018,Xi Jinping proposed that to train loyal,clean and responsible professional high-quality leading cadres,it is necessary to constantly improve the performance appraisal work of leading cadres,improve relevant mechanisms,and establish near the personnel management system of assessment and grading and classification assessment establishes the correct orientation of employing and selecting people,ensuring that the selected leading cadres can reassure the organization and satisfy the people,and fundamentally solve the problem of “professional nonfeasance”and develop for the society,provide organizational security.Leading cadres in towns and villages are the foundation of our party's ruling team and the "baton" for the development of China's vast rural areas.They represent that the party and the state maintain close ties with the grassroots people.The level of personal abilities of leading cadres affects the construction and development of a department and even a region.Therefore,discussing the performance appraisal of leading cadres in townships and towns is an important means to strengthen the construction of leading cadres in towns and villages and promote the vigorous development of various townships and towns.Due to the particularity and complexity of the work of leading cadres in towns and villages,it is virtually difficult to carry out the performance assessment.Improving the performance assessment of leading cadres in towns and villages is a tortuous and complicated process,which needs to be explored in practice.Based on the theoretical results of performance appraisal research at home and abroad,this paper uses literature research and survey visits to conduct a comprehensive analysis of the performance appraisal of current township leading cadres in China.It is found that party committees and governments at all levels attach great importance to the performance appraisal of township leading cadres,and certain results have been achieved.It has realized the normalization of performance appraisal,the scientization of appraisal principles and the concretization of appraisal indexes.However,there are also some problems.The personnel with appraisal subjects in the appraisal subject are unreasonable and unprofessional.There is a lack of sense of responsibility,and there are emphasis on “dominance political achievements” and assessment indicators “one size fits all” in the assessment content.In the assessment procedures and methods,there are problems in the assessment procedures,lack of normal assessment,lack of objective assessment results,low discrimination,lack of feedback,and ineffective incentives,as well as assessment systems and assessment mechanisms.These problems will affect the accuracy of the assessment results,so that the assessment can not objectively reflect the real work of the township leaders.This paper puts forward some countermeasures and suggestions for improving the performance appraisal of township leading cadres from the aspects of optimizing the appraisal subject,scientifically setting the appraisal content,improving the appraisal procedures and methods,strengthening the appraisal results,improving the appraisal system and appraisal mechanism.It is expected to establish a performance appraisal system for township leaders and cadres that is suitable for the actual situation in China at present and is conducive to maintaining the stable development of the grassroots.
