Research On Opportunities And Challenges In The Implementation Of The Belt And Road Initiative

Since it was put forward,the "One Belt And One Road" initiative has gradually become a hot topic of the two sessions and major conferences,and a lot of media reports have been made on it.The "One Belt And One Road" initiative,as the focus of public attention in recent years,refers to the "silk road economic belt" and the "21st century maritime silk road".Construction is a kind of "area" initiative for a new mode of cooperation between the participating countries,is not in the traditional sense of the real economy form,but with the aid of this platform,from two dimensions of land and sea,along the help relevant countries in such aspects as economy,politics,culture,security implement mutual cooperation and achieve win-win or multi-win situation.With the expansion of the big family of "One Belt And One Road" initiative,countries that did not have a lot of cooperation begin to strengthen their cooperation,while countries that already had a lot of cooperation in many aspects continue to strengthen and expand the depth and breadth of cooperation.The "One Belt And One Road" initiative embodies China's wisdom,builds China's international image as a responsible major country,and makes China more prosperous,stable and open for the world in the future.Inclusion is a gift.However,with the increasing number of countries and regions involved,some potential risks of the "One Belt And One Road" initiative are gradually exposed in the implementation process.The risk of "One Belt And One Road" is mainly reflected in the following aspects: first,the issue of geopolitical risk.Some countries along the "One Belt And One Road" route are limited to conflict areas or internal disputes,which is no small challenge to the implementation of the "One Belt And One Road" initiative that requires a peaceful and stable environment.Second,the western countries questioned.Some western governments,think tanks and scholars have made some negative comments and questions on the "One Belt And One Road" initiative due to their lack of full recognition of the initiative.Some of them,out of the purpose of containing China and suppressing China's development,willfully distorted and vilified the "One Belt And One Road" initiative and tried to obstruct the smooth implementation of the "One Belt And One Road" initiative.Third,economic and financial risks.On the onehand,we failed to give full play to the invisible hand of the market when promoting the implementation of relevant projects under the "One Belt And One Road" initiative,resulting in the development bottleneck of projects.On the other hand,many of the countries along the "One Belt And One Road" initiative are developing countries,especially emerging markets.After the financial crisis in 2008 and the withdrawal of the quantitative easing policy of the federal reserve,these countries all experienced different degrees of systemic risks in their domestic financial markets,which are worth our vigilance.Fourth,non-traditional security risks.Many countries along the "One Belt And One Road" initiative are located in west Asia and central Asia.Due to the influence of geographical environment and historical inheritance factors,terrorist and violent attacks keep emerging in these regions,which poses a serious threat to the landing and development of projects related to the "One Belt And One Road" initiative.The fifth is the risk of talent shortage.So far,China has signed 173 cooperation documents with 125 countries and 29 international organizations on jointly building the "One Belt And One Road" initiative,covering an unprecedented geographical area and covering an unprecedented population.On the one hand,there are hundreds of languages in these countries and regions alone,so how to ensure the training and supply of language talents is a great pressure.The internal situation in these countries,on the other hand,compared with domestic is more complex,generally between countries in politics,legal system,cultural background,customs,etc all have bigger difference,this requires our related stationed staff should have the knowledge of mastering many skills while specializing in one type of literacy in order to make sure have the ability to handle with the local government and common People's Daily communication,and to properly deal with various emergencies.This paper hopes to make a small contribution to the smooth development of "One Belt And One Road" initiative in the future by exploring the above issues and proposing relevant control mechanisms.
