Study On The Implementation Of Precise Poverty Alleviation Policy In Jinning District Of Kunming City

China’s poverty alleviation and development has gone through forty years.After the "relief-based poverty alleviation","mainly aided by production,supplemented by relief-based poverty alleviation" and "regional development-oriented poverty alleviation",the rapid economic growth has made the Chinese poor Large-scale reduction.Judging from the current distribution of poverty-stricken populations,extensive poverty alleviation has shown limitations.China’s new round of poverty alleviation has gradually turned to the "drip-filling" precision poverty alleviation.The formulation and implementation of the precise poverty alleviation policy has made the poverty alleviation and development work more targeted and maximized the efficiency of poverty alleviation.Policy implementation,as a key step from public policy to policy reality,fundamentally determines whether policy objectives can be achieved.The central government has issued a series of precise poverty alleviation policies,which have made a relatively complete top-level design for poverty alleviation and development,and provided institutional guarantee for the smooth progress of poverty alleviation and development work.The implementation process of the precise poverty alleviation policy is the process in which the lower-level government implements the decision-making of the higher-level government.The implementation and promotion of the policy requires strict control by the local governments at all levels,that is,the policy enforcement entities.The grassroots government implements the decision of the central and higher levels of government to help the poor get rid of poverty and develop the economy of the poor areas.This aspect can reflect the improvement of the ability of the grassroots government,and on the other hand,it is also establishing a credible and people-oriented image for the government.However,the implementation of the policy will inevitably face various problems,and the implementation of the precise poverty alleviation policy is no exception.This paper selects Jinning District,which has three provincial poverty-stricken villages,as the research object,collects materials on the implementation of local precise poverty alleviation policies,understands the work of poverty alleviation and development in Jinning District through interviews,and uses Smith’s policy implementation process model to analyze Jin.The problems and causes in the implementation of the Poverty Alleviation Policy in Ning District,and based on this,put forward some ideas to improve the effectiveness of government implementation.The introduction part of this paper expounds the background and research significance of the topic,the research summary and research methods at home and abroad,and explains the core concepts involved in the article.The first part of this article shows a representative and accurate poverty alleviation policy issued by the central and local governments,laying the foundation for the subsequent analysis of the article.The second part expounds the poverty situation in Jinning District,and introduces the implementation of the precise poverty alleviation policy in Jinning District from the aspects of mechanism innovation,implementation process and implementation effectiveness.The third part is based on the data obtained from the survey.The Smith policy implementation model is used to analyze the problems and reasons in the implementation of the precise poverty alleviation policy in Jinning District from four aspects:policy itself,policy implementers,policy target groups and policy environment.On the basis of the previous analysis,the fourth part elaborates some thoughts on how to improve the effectiveness of the implementation of the precise poverty alleviation policy.
