Research On The Management Mechanism Of Mental Disorders Offenders In China

Epidemiological and psychiatric research data show that mental disorders are more prevalent in the prison population.The increasing number of mentally handicapped criminals brings huge medical burden and safety hazards to the management of criminals.Mental disorders criminals are not only serving sentences but also patients with mental disorders who need medical treatment.Prisons need to adopt different means and methods to achieve the dual goals of "treatment" and "reform".There are often contradictions and conflicts in the implementation of criminal law,which brings new challenges to the management of prison criminals.As the state penal enforcement organ,prisons must ensure that the punishment of prisoners with mental disorders is carried out according to law,and that the legitimate rights and interests of prisoners with mental disorders are reasonably protected.Today,with more and more emphasis on protecting the rights and interests of prisoners,we will strengthen research and research on the management of mental disorders and establish and improve relevant mechanisms for the management of mental disorders,which will help build modem civilized prisons and fulfill the purpose of prison work.This paper discusses the current situation of the management mechanism of mentally challenged criminals in China and analyzes the causes of the problem.Based on the management practice of mentally handicapped prisoners in prison,the author put forward the improvement of relevant laws and regulations,and revised the special regulations and implementing rules for the management of mentally handicapped prisoners.We will establish a complete mechanism for the management of prisoners with mental disorders,and provide necessary guarantees for the management of prisoners with mental disorders.We will build professional teams for the management of prisoners with mental disorders,and strengthen recruitment,vocational skills training,and evaluation and encouragement for professionals.We will carry out targeted mental health education and counseling to help prisoners with mental disorders maintain stable mental health.We will promote the construction of medical prisons for mental disorders and raise the level of medical treatment for mental disorders.We will explore community corrective management models for prisoners with mental disorders,promote the goal of re-socialization of prisoners with mental disorders,and reach a total of six constructive opinions on improving the management mechanism for prisoners with mental disorders.hoping to provide reference for the first-line prison management personnel.
