On The Present Situation And Perfection Of The Supervision Of The Presidium Of The Township People's Congress

The Presidium of the Township People's Congress is the most basic political organization in our country.It is an important foundation for our Party to govern,a bridge connecting the Party and the people,and has the highest legal effect of supervising the local government and judicial organs.However,the supervision of the presidium of the Township People's Congress has always been weak.In reality,it is manifested in the following aspects: the decline of supervision authority,the inefficiency of supervision,the existence of formalism,the poor ability of NPC organs and deputies to exercise their powers and perform their functions,and the unsatisfactory effect of supervision.Therefore,it is urgent to strengthen the supervision of the presidium of the NPC over the administrative organs and ensure their administration according to law.The full text is divided into five parts,the first chapter is the introduction,including the background of topic selection,research significance,literature survey,innovation and research methods of this paper;the second chapter elaborates the concept,significance and characteristics of the supervision system of the Presidium of the NPC;the third chapter describes the shortcomings and problems of the supervision work of the Presidium of the NPC at present: manifested in the main body of the NPC.Lack of supervision,inadequate executive power,inadequate selfconditions,lack of innovation and propaganda in supervision work,etc.Chapter IV analyses the reasons behind the problems: weak supervision consciousness,unsmooth institutional mechanism,weak ability of supervisors to participate in politics and deliberation,lack of rigidity,etc.Chapter V puts forward ideas on how to give full play to the effective supervision of the NPC.Examination and suggestions include strengthening the leadership of the Party,reconstructing the financial power system,improving the quality of NPC deputies,innovating the working methods of NPC,and improving the supervision of the NPC Presidium in the new era around the process of pre-event,in-event and post-event supervision.Some corresponding suggestions are put forward accordingly.
