Research On Construction Of Village (or Community) Party Members And Mass Service Centers Against The Background Of Innovative Grassroots Governance

In recent years,the State attaches more and more importance to grassroots governance.It has become a significant content for the State to enhance grassroots governance by improving the system and promoting the equalization of grassroots public service.According to the work deployment of the central government and the requirements of the provincial Party committee and government about the overall innovative grassroots governance and the improvement of the grassroots governance skill,Guangdong Province set up village(or community)Party members and mass service centers with public service platform,office place,activity place and public service place integrated in one within the whole province in 2018 and built them as the governing positions of the Party and the government in village(or community)grassroots.The construction of village(or community)Party members and mass service center is a key project of the people's livelihood,and also an important measure of innovative grassroots governance for Guangdong Province.It helps to enhance the security capacity of the basic public service to realize the equalization of public service and guarantee the standard operation of grassroots Party organizations and the grassroots self-governance organizations,and helps more in the building of a social governance pattern of co-construction,sharing and co-governance of multiple subjects including the government,grassroots Party organization,grassroots self-service organization,social organization,the grassroots,etc.Against the background of innovative grassroots governance,this thesis carries out a research of the construction of village(or community)Party members and mass service centers.By means of questionnaires,interviews,etc.,it conducts an analysis by applying the Multi-Center Governance Theory,New Public Service and Citizen Participation Ladder Theory and finds out that lack of public service skill,poor accessibility,imperfect financial security,unnormal operation,low service skill of the personnel,low awareness and recognition of the public and other problems still exist in the present village(or community)grassroots Party members and mass service centers.It makes a conclusion of the construction and development experience of Party members and mass service centers and puts forward advises for their construction from many perspectives and dimensions such as grass-roots organization linkage,public participation,the government's lead to provide ideas for their improvement of construction.
