Study On Optimizing The Inspection System Of Municipal And County Party Committees

Since the 18th National Congress of the CPC,more and more attention has been paid to the inspection work.The CPC Central Committee has revised the Regulations on the Inspection Work of the CPC,promulgated the Opinions on Establishing the Inspection System of Municipal and County Party Committees,and each region has promulgated its own inspection system in strict accordance with the spirit of the CPC Central Committee,laying a foundation for further promoting the inspection work of Municipal and County Party CommiBased on the theory of system,system validity and institutionalization,this paper analyses and explains the concepts of inspection,inspection system and inspection institutionalization,introduces the methods and beneficial experiences of inspection work in Liuzhou City from the point of study on the current situation of inspection work in Liuzhou City,and generalizes that it is still difficult to achieve full coverage in inspection work through inspection practice.The problems of low awareness rate of patrol work,imperfect supporting system,mismatch between the high requirements of patrol cadres and patrol work,and weak sense of active cooperation of patrol teams by the patrol units are analyzed,so as to provide reference for other areas to carry out patrol work and establish and perfect patrol system.Finally,this paper puts forward its own ideas on the way to optimize the inspection system of municipal and county Party committees:firstly,we should optimize the top-level design of the inspection system by defining the political orientation,main tasks and responsibility subjects of the inspection system;secondly,we should optimize the implementation mechanism of the inspection system by improving the institutional settings,employing mechanism,overall cooperation mechanism and the application mechanism of results;thirdly,we should strengthen the implementation mechanism of the inspection system;To optimize the supervision system of the inspection system,we should strengthen the supervision and management of the inspection cadres,increase the accountability of the units being inspected,increase the joint efforts of various departments,and strengthen the supervision of public opinion.Only by constantly optimizing the inspection system can we better push the inspection work closer,give full play to its role of political"microscope"and"magnifying glass",and get through the"last kilometer"of overall strict administration of the Party.
