Research On Relief System Of Public Resource Transaction

Public resource transaction,as an emerging thing,has gradually entered people's perspective in recent years.The public resource trading platform based on it integrates resources such as property rights trading,government procurement,land and mineral resources,bidding and tendering market of construction projects,etc,and takes the government procurement law,bidding and tendering law and other laws as operating rules to make resource allocation more reasonable.The right without remedy is a mere sham.This paper takes the system theory as the logical starting point to study the relief system of public resource trade,and takes the relief system of public resource trade as the object of self-observation.The operation mode of rights and powers is more directly reflected in this self-observation.Then it will be used as the starting point of the second observation,and the transcendence of the first observation will be completed in the second observation.To establish a reasonable legal picture with a theory beyond observation.This picture takes the principle as the way of communication between the system and the environment,and provides the system with openness,which is supplemented by the system construction,and provides the system with closure,thus generating the public resource trading relief system that is open in cognition and closed in normsIn the preface,this paper puts forward the self-observation of power and right in the integration field of public resource trading platform.Since the public resource transaction itself is not long in practice,the author takes government procurement as the perspective in the transcendental observation of rights and powers,and elaborates on it in combination with the previous government procurement relief theoriesIn the first chapter of this paper,the relevant theories of public resource transaction relief are expounded.This paper defines the concept of public resources,relief,and the relationship between public resource transaction and government procurement,and then presents the operation mode of public resource transaction relief from the perspective of system theory.System theory and other related theories are used to construct the relief system of public resource tradeFollowed by the author under the perspective of government procurement of public resources trading power and right after self problems were summarized,mainly by the main body in the power of self observation and under the existing legal system problems is given priority to,and mainly in the right of self observation in the operation of the third person the definition and implementation of the suspension system as the main problemThen,in the second observation of rights and powers,the author tries to make relevant Suggestions.Finally,take this as an opportunity to set up the relief system of public resource trade which is guided by legal principles and operated by rlegal rules.The legal principle is the means to communicate the system and environment,the safeguard system is open in cognition,and the relief system is closed in norm.
