Study On The Election Of Village Committee

Our country has a vast territory and a large population.Rural areas are still the important foundation of our society.Guaranteeing the smooth and orderly progress of rural areas is the important foundation of national stability and order.As a grass-roots mass autonomous organization,village committees play an important role in solving rural internal affairs and assisting grass-roots governments in solving various affairs.It is precisely because of the village committee,a grass-roots mass self-governing organization,that villagers have the opportunity to self-manage the village affairs.Without the village committee,the development of rural affairs will become very cumbersome.The election of village committee is the beginning of villagers' autonomy.The problems brought about by the election of village committee are the root of other problems in villagers' autonomy.With the rapid development of modern society,the level of rural economic development and the improvement of people's living standards and quality,many contradictions have emerged in the election of village committee.Therefore,it is necessary to study the election of village committee to improve our country.Grass-roots democracy is of great significance.Based on the public choice theory and stakeholder theory,this paper introduces the basic situation of D Town in W District of Shandong Province,the main methods of elections and the election results by studying the election of village committees in the eastern coastal areas and taking D Town in W District of Shandong Province as an example.This paper expounds the main problems in the elections: insufficient professional quality of staff,inadequate voter registration,vote-soliciting and bribery,complaints in the elections,interference of clan forces,prominent profit-seeking behavior,etc.The main reasons for these problems are: imperfect laws and regulations,lack of effective guidance from grass-roots governments,direct economic motivation,influence of traditional clan ideas and clan forces,and shallow villagers' democratic consciousness.On the basis of the previous analysis,three solutions are put forward: first,to strengthen the guidance of the government;second,to improve the relevant laws and regulations and supervision mechanism;third,to improve the quality of villagers and democratic consciousness.
