In China,with the development of the sharing economy concept,the development of Internet of Things,mobile payment and other technologies,as well as people's demand for the “last mile” of urban connection,shared bicycles came into being.The emergence of shared bicycles has well met people's travel needs,and also catered to the country's advocacy of green and environmentally friendly life.It has not only been loved by the majority of users,but also to some extent by the party and Government's tolerance and support.However,with the gradual expansion of the shared bicycle market and the gradual increase of users,the problems exposed by this industry have become more prominent.After the fierce fight in the shared bicycle market,the number of companies currently surviving is becoming less and less,the market is gradually returning to calm and entering a rational development period,and the shared bicycle industry is facing a reshuffle: the formerly bright prospects and the highly anticipated shared bicycle market,Now entering the “bottleneck period” of development,it is urgent to seek breakthroughs and restore the market.Through the analysis of the problem,it is concluded that the government,the market and the society have played a role in promoting the dilemma of the shared bicycle industry today: on the user side,malicious damage to bicycles,private possession,chaos,and Irregular driving are serious.On the enterprise side,blind development,excessive bicycle release,low usage rate,resulting in high costs,insolvency,operational crisis,user deposits are difficult to retreat;government,the existing regulatory system is not perfect,the government's regulatory thinking and The ability to be improved,etc.,it is difficult to play a correct guiding role.In view of this,this paper introduces the theory of collaborative governance and forms a model of social cogovernance: giving play to the guiding role of the government,the main role of the market and the participation of social forces in governance,is in line with the development of the current shared bicycle industry,with a view to sharing the current bicycles.The dilemma and future development provide certain governance experience,and also provide some ideas for the future management of other shared economic industries.The research content of this paper is mainly divided into seven parts: The first chapter is the introduction part.The introduction part mainly introduces the background,research significance,research content and research methods of the thesis and the possible innovations in this paper.The second chapter mainly introduces several key concepts and theoretical foundations used in this paper.It defines the concepts of shared bicycle,government supervision and social co-governance,and expounds the emergence,development and basic connotation of collaborative governance theory.The third chapter mainly analyzes the development process and development problems of shared bicycles in China.The fourth chapter mainly analyzes the governance problems in the development of shared bicycles,including the problems of government supervision,the responsibility of the main body of enterprises and the problem of social participation in governance.The fifth chapter,on the basis of analyzing the problems in the fourth chapter,further derives the reasons for the disorder of shared bicycle management from the perspective of government,enterprises and society.The sixth chapter is aimed at the specific practice of sharing bicycle management in China,and combined with the theory of collaborative governance,puts forward the countermeasures of sharing bicycle social governance,including giving play to the leading role of the government,giving play to the decisive role of the market and using the power of all parties to participate in governance.
