Analysis And Preventive Measures Of Duty Crime Cases In Rural Two Committees

In China,which is in the period of social transformation,there are people in public positions who commit crimes through their own duties.This problem is already very obvious.Combating and punishing duty crimes will be a major issue facing China for a long time.The people expect a strong implementation of anti-corruption completely.All social circles are highly concerned about anti-corruption issues.The CPC and Chinese government are strengthening anti-corruption forces.For a long time,the public opinion has reported the corruption cases concerning the high-ranking officials who have been investigated prominently and comprehensively.Academics generally recognized that this can better reflect the strength of the CPC and the government in combating corruption.Experts have paid more attention and research to this field.However,the academics did not pay much attention to the duty crimes of other public officials.They are the grass-roots civil servants,especially the staffs of the two committees in villages.They are engaged in specific work and serve the people directly.Most of these corruption cases at the grass-roots are "Ant Corruption","Fly Corruption","Shuo Shu" or "Small Official Giant Rot".The author classifies,analyzes and studies the duty crime cases investigated in the past 6 years of the W district T city.The duty crimes of the two committees in villages investigated by this district's procuratorate are very frequent and have a bad impact in all duty crime cases.Through the study of related cases,this paper summarizes the concept,characteristics,causes of the crimes,harms and the significance of preventing the duty crimes committed by the two committees.Combined with the practical effects of various measures,this paper proposes some effective measures to prevent duty crimes.The author hopes that these measures can provide some reference for the punishment and prevention of such cases in the legislation and policy making.
