On The Administrative Rules And Regulations System For Webcast

The emergence of live webcasting has broken the dominance of traditional media.Live webcasting relies on the Internet and presents the public with on-site information of events such as pictures,audio and video.For the regulation of network platform,in order to enhance its efficiency and legitimacy,it should also better play the role of industry self-discipline and self-regulation,so that it can play a role in a wider range and extent.Foreign research on the governance of webcast platforms mainly focuses on issues related to webcast videos and the governance of the Internet.In the research on the governance of the Internet,early scholars gradually involved public policies in the field of Internet governance.British scholar Richard Collins summarized the composition of the governance system of the Internet and analyzed the impact of government regulation,industry self-discipline and self-regulation on the Internet governance system.In our country's governance theory,the main point of view is " good governance",that is,in the process of managing public affairs,through the cooperation between the state and citizens,to jointly realize the management of public affairs,mainly emphasizing the realization of good governance through consultation and mutual assistance.At the same time,in the study of Internet governance in our country,some scholars put forward three theoretical logics:government cybernetics,industry self-purification theory and multiple governance theory.This article mainly focuses on the comparative study on the administrative regulation,industry regulation and self-regulation of webcasting,and compares the differences and commonness between China and foreign countries in regulation,so as to appropriately draw on the mature experience of foreign countries in administrative regulation of webcasting.This article mainly uses the comparative research method to make a longitudinal comparison of the three kinds of regulation methods:administrative regulation,industry regulation and self-regulation.At the same time,it makes a horizontal comparison between the foreign administrative regulation and China's regulation of online direct broadcasting.On this basis,it summarizes the advantages and disadvantages of various regulation methods.However,due to the limited space,it has not made a detailed discussion on the macro-control methods of the administrative subject for industry self-regulation and platform self-regulation.
