The emergence of the Internet has changed the way of sending and transmitting information. The Internet has gradually surpassed traditional media and has become a new information medium with increasing influence.According to the 43 rd "Statistical Report on the Development of China's Internet Network" released by the China Internet Network Information Center(CNNIC)in February 2019,by the end of 2018,the number of Internet users in China has reached 829 million, and the Internet penetration rate has reached nearly 60%.There were about 56.53 million new netizens in the year. The application of Web2.0 technology has significantly changed the way people use the Internet.Internet users are willing to transfer information and express themselves through text, pictures, videos and other means, and spread through network platforms.People are now unable to satisfy the passive reading and receiving of information. They are more willing to take the initiative to create content.Usergenerated content has created a new profit model on the web platform, integrating a variety of profitable methods, including advertising, rewards, crowdfunding and so on.While these changes have brought new creative vitality, they have also caused the explosive growth of information and the dramatic changes in the mode of communication.Similarly,it has brought new problems and challenges to the relevant legal system.Violations of user-generated content copyrights occur frequently, but it's hard to defend the rights. This will not only hinder the development of China's Internet industry, but will also bring a great negative impact on the development of China's Copyright Law.Although we advocate the Internet as a guideline, but in order to truly achieve healthy and sustainable development, the autonomy must be based on the rule of law. Therefore,it is imperative to improve the legal system of copyright.
