Research On The Changes Of Tax Policy Based On The Advocacy Coalition Framework

From 1998 to 2018,in the past 20 years,China's taxi policy has undergone significant changes,especially the emergence of online vehicles,reform in-depth exploration and the establishment of the policy agenda,and ultimately the original policy terminated,the new deal was introduced.What is the policy change in the course of taxi policy change?Why are these changing characteristics presented?What does the policy shift in taxis show?What are the driving factors of taxi policy reform and the future direction of development?This paper takes the Advocacy Alliance framework as the theoretical support to study the internal logic of taxi policy change,and tries to solve the above problems in combination with social reality.From the point of view of policy process,taking the whole process of taxi evolution as the research object of this paper,try to find out the changing law.Firstly,it analyzes the framework of advocating alliance,makes it clear that it is an important theory to study policy change;and then interprets the research object in depth,summarizes its changing law;and finds the internal logic of advocating Alliance framework to analyze the change of taxi policy by applying practice analysis again;Finally,the thinking and enlightenment on the development of taxi policy in the future.According to the evolution of taxi policy change,this paper sums up the general characteristics of taxi policy change:the gradual relaxation of government regulation;the opening of policy agenda by external events;the diversification of policy participation subjects;the diversified use of policy tools;and the development of new Qiulong State fusion.Based on the framework of Advocacy Alliance,the change of taxi policy is deeply examined,and the internal logic ofits change is finally found:the development of external events market economy,shared economy and network information technology,the occurrence of strike events and mass events,Changes in public opinion and changes in policy guidance concepts and the impact of differences in the implementation of local government policies have a significant impact on policy changes.In taxi management,when the government regulation and the market operation are extremely unbalanced,when the external events and internal shocks appear,the policy orientation learning between the alliance is easier to induce the policy change.From the theoretical point of view,taking the framework of advocating alliance as the theoretical support,trying to explore the internal logic of the change of taxi policy,which not only expands the space of the study of policy change,but also enriches the theoretical research of taxis.From the point of view of practice,this study not only has important practical significance for the development of taxi industry,but also has important practical guiding significance for the reform of other industries under the new situation.
