With the entry into the risk society,the frequent occurrences of various emergencies not only pose a great threat to the citizens' lives and property security,but challenge the government's response towards the emergencies.And the arrival of the new media times undoubtedly brings the increasingly test for the government's response towards the emergencies.The timely,comprehensive and accurate information disclosure not only contributes to amplify the effectiveness of the government's various response measures in emergencies,but avails emergencies resolution,and helps to establish a good image for the government as well as enhance the government credibility in the emergency response.The Chinese government has vigorously promoted the information disclosure of emergencies since the SARS incident in 2003,and also successively promulgated the"Regulations on the Openness of Government Information","the Law of the People's Republic of China on Emergency Responses",and various emergency plans,and besides,set up the Emergency Management Department in 2018 to make the information disclosure in emergencies more standardized and legal.However,there are still many shortcomings in China's information disclosure in emergencies no matter from the government officials' thoughts,the government establishment,or the legal system of the public information disclosure.At the same time,the new media times has changed the way of the information dissemination and communication channels,and also made the subject of the information disclosure more diversified.The government has faced enormous challenges in the disclosure of information in emergencies since the rise of the media,exposing the shortcomings and deficiencies of the government information disclosure in the new media times.The government needs to disclose information in a timely manner to avoid the rapid spread of rumors,and deepens and broadens the information disclosure to improve the quality of information disclosure and meet the increasing information needs of the public.This paper is divided into six parts to analyze the government information disclosure in the emergencies of the new media era.The first part is the introduction,which analyzes the research background of the government information disclosure of the emergencies in the new media era,the research significance,the research situation of the subject at home and abroad and the research methods used in this paper.The second part explains the concept of new media,emergencies,information disclosure and related theoretical foundations.The third part first describes the necessity of public information disclosure of emergencies.Secondly,it analyzes the status quo of information disclosure in emergencies in the new media era from three aspects:legislative status,information disclosure method and new media brought challenges to the government.Finally,the United States and Japan have elaborated on the practice of information disclosure and summarized the experience that can be used for reference in China.The fourth part is a case study,which analyzes the disclosure of government information in the three incidents of "Shandong Shouguang Flood Disaster","2016 Shandong Vaccine Event"and "2018 Problem Vaccine Event".The last two parts analyze the problems and causes of information disclosure in China's emergencies and put forward relevant suggestions.
