A Study On The Social Impact Of Disasters From The Perspective Of The Transformation Of Major Social Contradictions

According to the new historic juncture in China's development,the 19 th National Congress of the Communist Party of China put forward that the principal contradiction facing Chinese society has evolved.What we now face is the contradiction between unbalanced and inadequate development and the people's ever-growing needs for a better life.Studying the impact of disasters from the perspective of the transformation of major social contradictions,it is not only the material damage and casualties of the economic level,it is not only the need of material culture,but also the need to pay attention to the impact of disasters on the social level and the people's ever-growing needs for a better life after disasters.From the perspective of the transformation of major social contradictions,this paper expounds the importance of social impact caused by disaster and emphasizes the need to meet the basic material and cultural needs,we should pay more attention to the needs the diversified,multi-level and multi-faceted needs of disaster-stricken people,pay attention to the sense of acquisition,happiness and security of disaster-stricken people,and focus on the comprehensiveness,coordination and sustainability of development.The transformation of major social contradictions provides a new perspective to study social impact assessment of disasters.It is necessary to establish a modern concept of disasters,take the affected people as the center,improve the satisfaction of the affected people,and meet the needs of the affected people in many aspects.Based on the perspective of the transformation of major social contradictions,the new requirements of the social impact of disasters are put forward: firstly,we should adhere to the new development concept and guide the sustainable development of the production and life of the affected people through various channels and methods.Secondly,from the need of theory,the disaster social assessment should not only pay attention to people's basic material needs,but the people's ever-growing needs for a better life should be included in the evaluation system,especially to assess the new needs of people.Thirdly,"citizen participation in post-disaster recovery and reconstruction is an inevitable trend",so we should attach importance to the subjectivity and participation of the affected people,and ensure that the affected people fully exercise their rights of choice,information,decision-making and supervision,so as to enable them to participate in post-disaster recovery and reconstruction.Finally,we stress social equity and justice,care about the sovereignty of the affected people and emphasize the gender and national equality of the victims,especially the needs ofvulnerable groups in post-disaster society.From the perspective of the transformation of major social contradictions,we should continue to focus on the affected people and pay attention to the new social needs of the affected people,like family reconstruction,livelihood reconstruction,community reconstruction,social organization reconstruction and government financial assistance and so on.Combine the disaster needs assessment and disaster social impact assessment,we can construct the main contents of the social impact of disasters: First,families must be regarded as the basis of social relief and security after disasters,paying attention to the impact of disasters on families and the recovery and reconstruction of families after disasters.Second,the destruction of peasant households' livelihoods caused by disasters leads to new needs of poor households after returning to poverty due to disasters.Third,the destruction of social organizations caused by disasters,so we should pay attention to social organizations.Fourth,women are in a disadvantaged position in the face of disasters,so we should consider women's needs and let women take part in post-disaster recovery and reconstruction.Fifth,we should care about the social and psychological impact of disasters and the needs of psychological recovery,paying attention to the special needs of vulnerable groups and meet people's psychological security.
