Criminal cases are one of the most acute manifestations of social conflicts.How to conduct high-quality and efficient justice is an important way to resolve social conflicts and improve the level of social management.As far as justice is concerned,its highest value goal is first justice,second efficiency,and so is criminal justice.With the high number of criminal cases and the increasingly prominent contradiction of fewer cases,how to optimize the allocation of judicial resources and maximize judicial efficiency has become an important topic in China's judicial system,judicial reform and even criminal justice research in the world under the premise of ensuring judicial justice.At present,the number of violent crimes and other crimes seriously endangering public security in China is decreasing year by year,but the number of minor criminal cases is increasing,and the overall number of criminal cases is always at a high level.In 2015,the number of cases transferred for examination and prosecution by procuratorial organs nationwide exceeded 1.21 million and 1.7 million people.In such a situation,the contradiction between the high total number of cases and the limited judicial resources in our country is obvious.Giving full play to the role of procuratorial organs in resolving social conflicts,especially the grassroots procuratorial organs,is also the place where social conflicts are most concentrated.It is urgent to promote the simplification and diversion of criminal cases,optimize the allocation of judicial resources and improve the efficiency of criminal proceedings as a whole.Based on the study of relevant theories,documents and data,this paper focuses on the functions and positioning of procuratorial organs,especially taking L District of L City as a typical grass-roots procuratorate as an example,analyzes the role of procuratorial organs in resolving social conflicts,existing problems and deep-seated reasons,and combines with reference to foreign judicial systems,such as plea bargaining system,to find out ways to meet the actual needs,promote and promote judicial reform and institutional reform,especially to improve the level of resolving conflicts and improve the efficiency of criminal proceedings.The article is divided into six chapters in structure,including: Chapter 1 is an introduction;The second chapter is an overview of the procuratorial organ's function of resolving social contradictions.The third chapter is the analysis of the problems and reasons for the realization of the function of L District Procuratorial Office to resolve social contradictions.The fourth chapter is a new mechanism for L city's L district procuratorial organs to resolve conflicts: the unity of arrest and prosecution;The fifth chapter is the new exploration of L city's L district procuratorial organs to resolve social conflicts.The sixth chapter is conclusion and prospect.Through research,this paper finds that procuratorial organs,especially grass-roots procuratorial organs,have problems in resolving social contradictions,such as the increase in the number of petition cases,the prominent contradiction among many cases,the increase in congenital defects of " deformity" cases,and the low efficiency of criminal proceedings.Based on this,taking L District of L City as an example,this paper puts forward new mechanisms and new explorations in line with the spirit of judicial reform,such as the unity of arrest and prosecution,speedy adjudication procedures and lenient confession and punishment,which has certain guiding significance for grassroots procuratorial organs to improve litigation efficiency,improve the level of conflict resolution and fully implement judicial reform.
