The Development Of Sharing Bicycles From The Perspective Of Government Responsibility

With the development of the society,under the background of rapid development in the Internet age,sharing economy is also growing.Sharing Bicycle as a new thing,gradually into the people's life,but in the process of the development of Sharing Bicycle are faced with many problems and some obvious contradictions.This article is based on the perspective of government responsibility to analysis the development of Sharing Bicycle.The purpose is to understand Three questions "what is it?" "What's the problem?" "What to do?".Based on the research background and the present situation of research,using system analysis and comparative analysis methods,through interviews,questionnaire,on-the-spot investigation,literature and so on many kinds of ways to collect relevant data.Under the guidance of the new public service theory is analyzed.This article through the analysis of the government responsibility of item properties and theory,put forward the Sharing Bicycle has quasi-public goods attributes,the government should undertake to provide public services,maintaining market order,strengthen the social responsibility.This paper argues that the Sharing Bicycle has three problems: the contradiction of existence way,the conflict between public morality and public trust,the contradiction of industry development,the government didn't do well in the system of responsibility,administrative responsibility and direct responsibility.Based on the above analysis,this paper points out that the government should make full use of governance tools,from system constraint,economic support,publicity and education three aspects to help share the healthy development of the bike,in addition to conducting of government-led government-enterprise-users a comprehensive,clear responsibilities and obligations to each other,promote each other,and achieve good governance.This paper presents a research on the shortage and improvement direction.
