Research On The Enterprise Participation In Urban Community Governance From The Perspective Of Stakeholders

In the past 40 years of reform and opening up,China's urban community governance has achieved prominent results.As one of the forms of social governance at the grass-roots unit,and under the promotion of government decentralization,urban community governance is gradually transferred its attention to other community subjects.The “multi-centrality governance ”pattern is widely carried out in urban community governance practice.At the same time,community residents and social organizations have become the main members of “multi-centrality governance”,oppositely enterprises are easily “marginalized” in the process of urban community governance.The involvement of marginalized enterprises in urban community governance face many tremendous challenges.On the one hand,enterprises are not aware of community participation,community ownership and social responsibility;on the other hand,the government is short of realizing how to guide and specify the community corporation and its participation behavior.What the most urgent and significant problem to be solved in the current urban community governance practice in China,is how to realize the urban community governance pattern--"diversification governance",let enterprises participation plays a better promoting role in urban community governance,and activate the participation ability of community stakeholders.Taking Taoyuanju Community in Bao'an District of Shenzhen as an example,this paper focuses on collecting and summarizing the practical experience of Taoyuanju enterprises in different periods of community construction.Meanwhile,which analyzes the specific process and performance of enterprises participation in urban community governance.The practice of Taoyuanju enterprises successfully participating in urban community governance proves that the government and the community collectively provide a platform for enterprises participation;the strong social responsibility awareness of cooperation is benefit to overcome market failures;Diversification Subjects Cooperation is conducive to the integration of community resources;The enterprises have cultivated community autonomy with sufficient funds.In addition,this paper analyzes the strategic relationship between the companies and other community stakeholders by using the rights/interest matrix tool of stakeholder theory.It is found that the position of the companies in the community strategy will change with the transformation of rights/interests.Therefore,the government and the community need to constantly adjust the management strategy for the enterprises.Based on the combination of theory and case analysis,this paper puts forward four suggestions for corporation community participation: Firstly in community strategy,community participation should be based on government's leadership;Secondly in corporation strategy,establish corporation's community responsibility awareness;Thirdly in resource strategy,build the integrating and sharing platform for community resource;Fourthly in nomocracy protection,accelerate the legislation of corporations' social responsibility.
