Hierarchy is a theoretical assumption of international order,and since it was proposed by David·A.Lake,there are a lot of discussion and researches about it.It is a common that the anarchy of the international community doesn't mean a state of chaos and there are some rules among international actors.After the World War II,the US rebuilds the international order based on its advantages on politics,economy and military.It gradually resorts to the exchange of interests and the construction of legitimacy instead of a simple power.At the same time,countries in the world also change their original policies of balance,treating the US as a “moderate hegemony” and follows it.Thus,the international community has formed an international hierarchy dominated by the US.The Southeast Asian region show an approval and adherence to the US at certain extent,especially in Thailand,Philippines and Singapore.The US has established its own hierarchy in this region,which is mainly manifested in politics,economy,military and ideology.However,there are two key elements in the generation and maintenance of the hierarchy system,which is the exchange of interests and the legitimacy recognition between the two sides.With the development of the international situation,the degree of hierarchy between the US and Southeast Asian countries has undergone dynamic changes due to the convergence of interests between two sides and the focus of the US governments.And this changes are bordered on the Cold War,the September 11 incident,and Obama's coming to power,which is performed as hot and cold cycles.However,the development of the hierarchical relationship between two sides is not a cycle without change.As Southeast Asian countries' development and its geographical advantages,Southeast Asian countries' autonomy is stronger and the nature of its relationship with the US is more transactional.Mr Trump's administration comes amid a transition from hot to cold.Predictably,the hierarchical relationship between the US and the Southeast Asian countries will not change for a long time,but it is going to be declining.
