The Dilemma Study Of Present Situation Of The County Grass Root Charity Organizations

Charitable organizations are the main body of charity operation,and are also the key indicators to measure the level of development of charity in a country or region.In recent years,the state has clearly stipulated that charitable organizations can be registered directly.Folk charitable organizations ushered in the spring of development.The number of non-governmental charitable organizations has increased significantly,and charitable activities have become increasingly active.The grass-roots charitable organizations formally registered also appeared in some county societies that did not have real non-governmental charitable organizations,which not only realized the breakthrough of non-governmental charitable organizations from scratch,but also showed some of their own characteristics.This paper takes L County A Charity and Public Welfare Association as a case study.With the help of social capital theory and resource dependence theory,using qualitative research methods,this paper explores the operation mode and development logic of grass-roots charitable organizations in county social environment.The association belongs to a community-based non-governmental charitable organization,and its establishment is closely related to the sponsors' charitable participation experience,personal influence and social network.In the process of its development,the organization has brought into full play the role of the interpersonal network by attracting members through friends' introductions,and by using the Wechat Friendship Circle to persuade donors to raise money.In view of the charitable mission of the organization,the local government authorities acquiesced that the organization could raise money publicly without qualifying for donation and support its development by purchasing services.The research of A charitable public welfare association finds that grass-roots charitable organizations in county areas are still facing many problems at the early stage of development.Due to the lack of experience in modern philanthropic ideas and governance of social organizations,as well as the strong influence of human culture in County society,the governance and collection procedures of charitable organizations are lack of standardization,and the design of charitable projects is lack of feasibility and planning.Yu,theprofessionalism is insufficient,and charity activities are difficult to carry out according to one's abilities,not to mention the combination with social welfare undertakings,not to find out its own orientation and motivation point.At the same time,the association also lacks the vision of the general trend of industry development and the awareness of industry exchanges,and falls into the situation of self-entertainment;the local government lacks the experience of supporting,standardizing and guiding the development of non-governmental charitable organizations.We can not use the strategy of purchasing social services to improve the level of professionalism and standardization of institutional governance,project operation and services.It can be said that in the process of establishing grass-roots charitable organizations at County level,the social capital of the sponsors is very important,and it is an important guarantee for the operation and activities of the organizations.Private relations play a special role in the development of the organizations,whether it is to absorb members or to persuade them to recruit.Next,the government should further improve the relevant policies,improve the service system of purchasing charitable organizations,charitable industry associations and other supporting social organizations should strengthen professional training and guidance,guide the development of non-governmental charitable organizations towards standardization.Charitable organizations themselves should improve their governance structure,enhance their credibility and professional level,expand support groups,innovate charitable recruitment mechanism and enhance their commitment.The ability to receive government social services,etc.
