The rapid development of network technology has made cyber attacks a common attack method.More and more people are beginning to use the hidden complexity of the Internet to implement cyber attacks.At present,with the continuous improvement of network technology and the importance attached by various countries to the new type of weapon against Internet cyber-attacks,the development of cyber-attacks in international law has presented a new trend.Therefore,it is necessary to study how existing international legal rules regulate cyber attacks to maintain international social order.And national security is of great significance.The purpose of this paper is to analyze how existing international legal rules apply to cyber-attacks,and to illustrate the main forms of cyber-attacks and the current state of cyber-attacks,demonstrating the unique characteristics of cyber-attacks that differ from traditional methods of warfare.Secondly,by referring to the current international law regulation of cyber attacks,and drawing on the existing regulation of the Internet domain by several major Internet countries,that is,the international community’s attempt and practice of cyber-attacks,analyzing the new development trend of Internet attacks,and existing international legal rules.Carry out new interpretations and analysis,realize the international response and legislative thinking of cyber attacks,and improve the legal regulation of cyber attacks as soon as possible to maintain the normal order of cyberspace.The author believes that cyber-attacks are currently a new type of offensive weapon.The continuous advancement and popularization of network technology,although to a certain extent,makes the national boundaries in the traditional sense more vague,but presents new challenges to national sovereignty,jurisdiction and self-defense rights.Countries cannot be immune to each other.The international response to cyber attacks should be achieved by strengthening the security cooperation of international networks and promoting the establishment of flexible and effective cyberspace codes of conduct.
