Research On Government Behavior In Industrial Transformation And Upgrading Of Huaian City

Industrial transformation and upgrading is the key to achieving high-quality economic development.In recent years,China's economic development has turned into a "new normal" type of medium and high-speed development,so governments at all levels pay special attention to economic and industrial restructuring,which requires local industries to constantly upgrade and develop with high quality.Promoting industrial transformation and upgrading is also the primary position in the economic work of governments at all levels.The so-called industrial restructuring and upgrading mainly refers to the improvement of industrial structure and industrial level and efficiency.How to make the government promote industrial restructuring and upgrading more scientific and effective,we should first study the government behavior in promoting industrial restructuring and upgrading.Taking Huai'an City as an example,this paper studies its industrial development and SWOT analysis of transformation and upgrading,and then analyses the behavior of Huai'an City Government.By comparing with the experience and Enlightenment of some domestic and foreign governments in promoting industrial development,it puts forward corresponding countermeasures and suggestions for improving the behavior of Huai'an City Government.Firstly,it elaborates the background significance of the research and the basic concepts related to the subject,and introduces the main research methods and contents of this paper.Secondly,it analyses the basic situation of Huai'an's economic and industrial development,and compares government behavior through SWOT analysis of industrial transformation and upgrading.Thirdly,it analyses the government's behavior,existing problems and causes of industrial transformation and upgrading in Huai'an city,and draws lessons from foreign development cases such as Memphis government's development of aviation logistics industry,German government's development of manufacturing industry,and domestic government's experience and Enlightenment of Zhangjiagang city and Yancheng city's development of industry.Finally,it puts forward countermeasures and suggestions to improve and optimize the behavior of Huai'an municipal government,pointing out that Huai'an municipal government should respect market rules and the dominant position of enterprises,pay attention to the construction of soft environment,optimize public services,and increase the supply of factors,especially the training and introduction of talents.
