The development of cross-border E-commerce in Ningbo has become a new trend The development of cross-border e-commerce in Ningbo has become the new trend of international trade and the potential,the rapid development in recent years has broad prospects,this paper introduces the current situation of the development of cross-border e-commerce in Ningbo in detail,on the basis of law enforcement of the problems encountered in the development,management difficulties,dislocation competition between city public resources caused by idle defects the reasons are analyzed,and the formation of defects were studied.From the perspective of multicentre governance theory,this paper puts forward the improvement measures from four dimensions,including government,enterprises,social organizations and the public,aiming at eliminating drawbacks,optimizing trade facilitation measures and promoting industrial development.The first part is the introduction,the main content introduced the research background and significance,the electronic commerce industry of Ningbo City,the rapid development of cross-border,but the management of the main responsibility for the management of both overlap and a blank status;the main research methods are comparative analysis method and system analysis method;and introduces the domestic and foreign related research and writing ideas and more than innovation.The second part of this paper mainly introduces the theoretical basis of cross-border e-commerce management,including cross-border e-commerce concept and classification,clear management subject,object,aim and content,and the logical relations are described;the multi center governance theory basic knowledge and examples are introduced at the same time,clear the multi center governance theory is an effective way to achieve cross-border e-commerce management objectives.The third part mainly introduces our country and Ningbo,cross-border trade of e-commerce development status and trends,analysis of Ningbo city development from the advantages and disadvantages,clear the development of cross-border e-commerce is toachieve the transformation and upgrading of foreign trade in Ningbo also introduced the global the only way which must be passed,cross-border e-commerce management experience,to explore the feasibility of optimization management.The fourth part of the article analyzes the dilemma of cross-border e-commerce management in Ningbo from the perspective of multicentre governance theory,namely,the lack of government management and law enforcement,dislocation management dilemma,and the increasingly intensified competition among cities,resulting in the idle public resources.The reasons for this are the lack of legal system,the lack of willingness to cooperate,the lack of cooperation in management departments and the lack of co-ordination in regional competition.The fifth part of the article summarizes the use of multi center governance theory,from the government,enterprises,society and the public four dimensions to improve the management of cross-border e-commerce in Ningbo,and puts forward countermeasures and suggestions.Among them,the main methods are: clear the rights and obligations of enterprises and consumers,improve government management tools and supporting policies,cultivate diversified market players and various operation modes,establish unified data standard and data management system,and perfect access and exit mechanism.The last part is the conclusion of this paper,through the use of multi center governance theory,enterprise self-discipline,industry norms and government supervision in-depth integration,government departments should play their respective functions,a good guide to promote the development of local economy.
