County-level government is the "front line" subject to provide public goods and services.Because county-level governments generally have financial difficulties,financial transfer payments can play a decisive role.Therefore,this paper explores the final destination of financial transfer payment funds,and examines the impact of financial transfer payment on the supply structure of county-level public goods,which is of great significance to further reform and improve the financial transfer payment system below the provincial level,improve the effective supply of basic public goods at the county level,and realize the goal of equalization of basic public goods.Most scholars at home and abroad still focus on the equalization of public goods by transfer payment and fiscal decentralization or the impact of transfer payment on the equalization of financial resources.There are also some scholars who study the bias of local government expenditure and public goods supply structure,but most of them are limited to macro analysis of provincial data and rarely extend the research to the county level.Under the background of the further adjustment of fiscal transfer payment in 2009,based on the theories of fiscal transfer payment,fiscal decentralization and public goods supply,this paper divides public goods into two categories: economic public goods and non-economic public goods,analyses the current situation and existing problems of the financial transfer payment and the supply structure of county-level public goods in Shaanxi Province,and puts forward the theoretical hypothesis of this paper.Secondly,this paper makes full use of the county-level data of 76 counties in Shaanxi Province from 2009 to 2016,selects transportation expenditure,agriculture,forestry and water affairs expenditure,resource exploration and electricity information expenditure as the agents of economic public goods,selects education expenditure,medical and health expenditure,social security and employment expenditure as the agents of non-economic public goods,uses fixed effect model and random effect model,and analyzes the influence of general transfer payment and special transfer payment on the supply structure of public goods.According to the empirical results,it can be concluded that: on the whole,general transfer payments and special transfer payments have significant promotion effects on economic public goods supply and non-economic public goods supply,and the government has no obvious expenditure bias;However,after dividing regions,we can draw a conclusion that,compared with relatively rich counties,relatively poor counties have a greater bias towards economic public goods when they receive general transfer payments without specifying specific purposes.After subdividing,we can draw a conclusion that when a local government receives a general transfer payment for which no specific purpose is specified,local governments have obvious bias towards economic public goods such as transportation.Under the management system of taking GDP as the official evaluation index and being responsible to the superior,the county-level governments in Shaanxi Province have certain expenditure bias,the effect of the transfer payment policy is not very ideal.The transfer payment system below the provincial level needs to be further improved.Finally,based on the empirical results and existing problems,this paper puts forward reasonable suggestions on policies such as improving the system of fiscal transfer payment,reasonably dividing the fiscal power and administrative power among governments,and strengthening budget management.
