Research On The Cultivation Mechanism Of New Driving Forces For Industrial Transformation And Upgrading Of Resource-based Cities From The Perspective Of High-quality Development

After the founding of new China,the CPC central committee implemented the strategy of giving priority to the development of heavy industry out of the consideration of national security and national interests.The emergence and development of resource-based cities have made great contributions to regional economic development and national industrialization.However,the industrial development path of resource-based cities dominated by old driving forces cannot meet the demands of high-quality development,leaving cities facing problems such as resource depletion,economic downturn and ecological destruction.Therefore,how to realize the transformation of old and new drivers of industrial development in resource-based cities,especially under the guidance of Marx's classic texts and Xi Jin-ping thought on socialism with Chinese characteristics for a new era,has become an important research topic to build a new growth mechanism for industrial transformation and upgrading in resource-based cities.This paper use literature method,comparison method,system analysis,new momentum for resources city industry transformation and upgrading training mechanism as the research object,in Marx's thinking on science and technology innovation and industrial transformation and upgrading and the new era of high quality development as the theoretical basis,to promote the resources city industry transformation and upgrading,and adapt to the modern economic system construction as the value pursuit,follow "to ask questions,analyze and solve problems" to study the logic.The specific ideas are as follows: first,through comparative analysis and research,the existing problems in the industrial development of resource-based cities driven by old drivers and the value of the cultivation of new drivers for the development of resource-based cities are concluded,so as to demonstrate the necessity of the cultivation of new drivers for the industrial transformation and upgrading of resource-based cities.Secondly,through innovation,policy,service three dimensions to specifically analyze the resource-based city industry transformation and upgrading of new driving force cultivation constraints;Finally,under the guidance of Marx's thought of scientific and technological innovation and industrial transformation,aiming at the restrictive factors and based on the perspective of high-quality development,a new driving force cultivation mechanism of "trinity" of industrial transformation and upgrading of resource-based cities,which organically integrates innovation-driven mechanism,policy incentive mechanism and service coordination mechanism,is constructed.
