Study On The Precautionary Control Of Social Stabilization Risks

General Secretary Xi Jinping pointed out in the report of the Nineteenth National Congress of the Communist Party that "the main social contradictions in our country have been transformed into the contradiction between the people's growing need for a better life and the unbalanced and inadequate development." At present,China is in a critical period of social transformation and transformation.The change of social structure and the diversification of interest relations make the risk of social stability increase day by day.At present,China's research on social stability risk focuses on exploring its hazards and disposal methods,as well as building an evaluation mechanism of social risk,but there are few studies on the prevention and control of social stability risk in advance.In the critical period of social development and transformation,it is urgent for public managers to strengthen the prevention and control of social stability risks,to solve various contradictions and disputes in the transition period,and to open up a new way for the coordinated development of economy and society.Z City is located in Guangdong Province,and its economic development is in the middle reaches of the province.In 2013,it was criticized by the provincial Party Committee for its total number of letters and visits.Since 2014,Z city has constructed a closed-loop management system of social stability risk,strengthened the prevention and control of social stability risk,made the number of letters and visits declining from 2014 to 2018,successfully dealt with a number of large-scale mass incidents,effectively solved the problem of "neighbourhood avoidance" involved in environmental protection construction projects,and made the project advance smoothly.The development model of Z city is similar to that of many cities in China.Therefore,the precaution and control of social stability risk in Z city can be used for reference.On the basis of systematically combing the risk theory of social stability and taking the theory of social combustion as the theoretical analysis tool,this paper puts Z city in the theoretical framework.Through the analysis of the social stability risk of Z city in the past five years after the implementation of prevention and control beforehand,as well as the caseof Z city's successful disposal of waste disposal project and its smooth progress,this paper combs how the "burning material" is generated and preheated,and helps Z city to carry out its successful disposal project.How does the fuel "catalyze and play its role" and how does the fuse eventually trigger a risk event?There are many "Z cities" in China.These cities are in the critical period of reform and development and the period of highlighting social contradictions.Without a sound and effective mechanism of guidance,coordination and restraint,conflicts of interest can easily intensify and escalate.The social stability data and waste disposal cases in Z city in recent five years inspire us that the government should construct a closed-loop management system of social stability risk,strengthen prevention and control in advance,and deal with social stability risk.From the perspective of social combustion theory,we can focus on three aspects.First,eliminate "burning materials" : change the orientation of GDP-oriented assessment,strengthen information disclosure,open channels of appeal expression,improve the third-party participation in petition management system,and strengthen guidance and education for the masses.Secondly,to block the "fire-supporting agent" : to promote the government information disclosure system,establish effective communication channels between the government and the public,strengthen the guidance of public opinion,play a positive role of local traditional media and new media,and prevent rumors from spreading.Third,cut off the "fuse" : accurately judge the nature of events,establish and improve the early warning mechanism.
