The report to the 19 th National Congress of the CPC indicated that,"The government needs to transform its functions,further streamline administration and delegate powers,develop new ways of regulation and supervision and strengthen its credibility and administrative capacity,building itself into a service-oriented government able to satisfy the needs of the people." At present,a service-oriented government is being built which demands public servants offer public goods and public service at a higher standard.As the main force of public servant,the junior public servants play an important role in offering public goods and public service,so the level of their public service motivation influence directly the implement of government function.Therefore,in the context of building a service-oriented government,the study of public service motivation of the junior public servants becomes an important topic.This thesis is based on the theory and documents about public service motivation,integrating the approaches of questionnaires,theoretical analysis and comparative analysis.Choosing the junior public servants from government of Feng Ze District as subject investigated,this research acquires data through problem designing and questionnaires.This thesis finds that the problems among the junior civil servants on public service motivation manifests as lack of social responsibility,lack of public service awareness and superficiality of their participation in public policy formulation.Then,this thesis analyses the influencing factors of junior civil servants' public service motivation from the level of individual,administrative organization and society,such as official-oriented value,lack of comprehensive qualities and work-life imbalance.At last,this thesis put forward countermeasures about improving the level of junior civil servants' public service motivation form three aspects—improving the qualities of junior civil servants,improving the external supervision mechanism and strive for social identity.
