A Study On The Model Of Social Organization Participating In Community Governance From The Perspective Of Network Governance

The community is the basic unit of social governance and the "last kilometer" with the transformation of China’s social governance.Social organizations are important subjects of innovative community governance,and also the important basis for improving people’s livelihood.More and more social organizations participate in the community governance,which becomes a new view of the academic research and provides plenty of experience for social organizations to participate in community governance.There is a group of innovative research report from the local government,exploring the community governance innovation from the perspective of the case study and enriching the relevant theory of the social governance and the social organization.However,there are few studies on the social organizations participating in community governance from the perspective of network governance.Therefore,this paper studies the different models of Chinese social organizations participating in community governance from the perspective of the network governance.Based on the actual case for examples,combined theory with practice,this article selects the Dong Feng community in Quan Zhou,the Wang duban rural communities in Zhang Zhou,the Tao yuanju community in Shen Zhen as examples,to explore the ideal mode of social organizations to participate in community governance.First of all,this study elaborates the related concepts of the social organizations,the community governance and the network governance theory.And then,based on the three cases of Dong Feng community in Quan Zhou,the Wang duban rural community in Zhang Zhou,the Tao yuanju community in Shen Zhen,the paper compares and analyzes the ideal mode of social organizations participating in the community governance,from the four dimensions of network governance theory,namely the network governance body,the network governance elements,the network management operation system,the effect of the network management.The network governance elements are divided into three aspects: the goals,the trust and the motivation.The network management operation system is divided into two aspects: the coordination mechanism and the guarantee mechanism.The effect of the network governance dimension is the public project completion and the public service level,and social organizations to participate in community governance mode which is based on the typological classification: autonomous,dominant and cooperative.This paper,on one hand,aims at exploring particular forms of social organizations participating in community governance,and guiding social organizations to mature,independent,cultivating civil society on the basis of recognizing special reality.On the other hand,this paper can promote the formation of multiple governance and make the social organization to be the participants and service provider of the public decision-making,which can not only meet the diversity of the social demand,but also make up for the inadequacy of the government capacity,promote the establishment of the good relationship between the government,social organizations,residents and finally realize "good governance".
